Recommendation for Funding
The Town of Parkton is faced with many problems related to their collection system and
Wastewater Treatment Plant. The system has proven that Inflow/Infiltration (I/I) is an issue with
the Town. We strongly recommend and encourage that funding occur for much needed repairs
to existing pump stations and rehabilitation to the collection system to include regionalization of
the wastewater treatment plant by eliminating the existing Town of Parkton WWTP and pump all
wastewater to the City of Red Springs for treatment. For the past five years from 2002 — 2007,
the Town has had the following NPDES limits violations: 3 BOD (_2 weekly & 1 monthly), 13
Fecal Coliform (12 weekly and 1 monthly), 17 Flow, 5 ammonia (monthly), 3 Total Suspended
Solids (2 weekly and 1 monthly) and 1 reported SSO. With these issues occurring it is
imperitive that the Town move forward with the necessary repairs to improve the problems with
the system. This office understands that I & I has been an ongoing problem for the Town, it has
caused numerous NPDES permitted flow exceedances at the wastewater treatment plant.
We realize the Town is faced with significant and costly sewer system projects that must be
undertaken in order to comply with its permits and to reduce violations.
We highly recommend and support efforts to fund projects to repair and improve the aging
collection system and the regionalization concept for the WWTP. The priority for all
municipalities should be compliance. Compliance requires repairs that should be addressed as
quickly as possible. These improvements are necessary to protect the waters of the State. If you
