Dear Mr. Rinker:
On September 30, 2013, the Division of Water Quality, hereby referred to as Division of Water
Resources (DWR), received a Year 3 Monitoring Report for the subject site from McAdams
Company, on behalf of Environmental Banc & Exchange, LLC.
According to the UMBI, the following Project Milestones have been met, and the corresponding
credits shall be released

6) Submittal and approval of Year 3 Monitoring Report 10%
By copy of this correspondence, DWR confirms that you have satisfied the above requirements
for the above - referenced tract and 1.0% of your nitrogen nutrient offset credits (0.1 x 2,977.63
lbs -N = 297.76 lb -N) are now available for sale. Also, 10% of your phosphorous nutrient offset
credits (0.1 x 191.78 lb -P = 19.18 lb-P) are now available for sale. Please update your credit
ledgers accordingly.
Please note that nutrient offset credits generated at this site must be used for impacts in
HUC 03020201 of the Neuse River Basin which includes only the Upper and Lower Falls
Watersheds as defined in 15A NCAC 02B.0276.
