SUBJECT: Bridge #117 Replacement on SR 1565 (Stikeleather Road), Iredell County
Dear 5ir:
The North Carolina Department of Transportation requests authorization to replace a
deteriorating bridge on SR 1565 (Stikeleather Road) in Iredell County. NCDOT proposes to
replace the existing 19-ft timber deck bridge with a 42 foot long, 20' x 6' Conspan on concrete
footings. The footings will be constructed outside of the stream channel; however, imperoious
dikes will be utilized to manage the stream during conshuction of the concrete footings. The
banks and stream immediately upstream and downstream of the spanning shucture will be
disturbed (see attached culvert construction sequence sheet); therefore, it will be necessary to
conshuct 25-foot long riprap-faced floodplaiu benches upstream and downstream of the
bottomless culvert to re-establish "normal" channel dimensions. Addirionally, 25 feet of bank
stabilization along an adjacent unnamed iributazy will be necessary due to dishubance during
construction of the Conspan concrete footings. A temporary cofferdam pumping system will be
nsed to divert the stream azound the construction site as needed. Any azeas affected by temporary
cofferdam system will be restored to pre-project condifions. The scope of the work will result in
a total of 75 feet of permanent impacts to Cullys Branch and an unnamed tributary to Cullys
Branch, wluch is classified a WS IV Watershed by the Division of Water Quality.
A survey was conducted March 2012 for federally listed species for Iredell County (USFWS
listed dated September 22, 2010), which include the dwazf-flowered heartleaf (Hexastydis
naniflora) and the bog turtle (Cdemmys muhlenbergit�. Suitable habitat for the federally listed
heartleaf species did not e�st in the project study azea. No impact on either species is anticipated.
A cultural resowces review of the area of potential impact was conducted. There are no
archaeological sites or historic properties wluch would be affected by the project. (Project
Tracking No. 11-10-0018).
The project area is not located within % mile of any critical watershed area. SR 1565 is not a rural
or urban arterial; therefore, hazardous spill basins are not required. Enclosed is the hazardous
spill basin checklist.

The purpose of the proposed work is to replace the deteriorating bridge for the safety of the travelling public.
3e. Describe the overall project in detail, including the type of equipment to be used:
NCDOT proposes to replace the existing 19-ft timber deck bridge with a 42 foot long, 20' x 6' conspan on concrete
footings. The footings will be constructed outside of the stream channel; however, ilmpervious dikes will be utilized to
manage the stream during construction of the concrete footings; therefore, the banks and stream immediately upstream
and downstream of the conspan will be disturbed. It will be necessary to construct riprap-faced floodplain benches to re-
establish "normal" channel dimensions. Additionally, a side channel adjacent to the existing bridge will require 25 feet of
bank stabilization due to disturbance during construction. A temporary cofferdam pumping system will be used to divert
the stream around the constructio� site as needed. Any areas affected by temporary cofferdam system wiil be restored to
pre-project conditions. All Best Management Practices will be utilized during the course of the project. The Project will
be constructed using typical heavy equipment (trackhoe, backhoe, etc.)
