Thank you for your request for additional information. We do have almost all of the
requested information, which we collected during the delineation in 2018. Please see my
replies in red font below and the attached PDF, which includes mapping and photographs
for the additional information.
As a reminder, we are requesting verification at this time for only the B portion of the
study area; however, the requested information is attached for both the A and B portions
of the study area.
Ryan, I received your e-mail regarding impacts to the intermittent streams requiring
NCSAM forms to evaluate mitigation potential. I will complete those if impacts are
proposed.

Thank you for the submittal of your PJD packet and the project area shapefile. I have
reviewed your report and USACE GIS data prior to conducting a site visit. With some
additional information, if it is available, we may be able to complete this project with
only a desktop review. Please see the attached copy of the delineation map and the
following list of additional information:
1. Figure 3B and 3C (attached). I have placed a red circle at locations where I would
like some additional information. If available, for those locations, could you provide:
a. pictures
Area 1, Fig. 3B: We took photos of the ditch and grassed swale. These are
included in an attachment containing additional photos of the areas we did not
flag.
Area 2, Fig. 3C: We reviewed the ditch/stream in the project vicinity and
determined it to be piped under a road and a riprap pad within the limits of the
study area. No photos were taken. The resource in this area was not evaluated

with a stream or wetland data form. We expect is is likely a potential stream,
wetland, or jurisdictional ditch that is already impacted within the study area
limits. The current design shows the potential resource is 170 feet away from
any proposed project impacts. Its location past a gatehouse for the lumber yard
and adjacent to a railroad make it extremely unlikely that the project will
impact it. We will request that the study area be trimmed to more obviously
avoid the potential resource. If that occurs, we will provide an updated study
area file if needed.
b. stream forms
Area 1: We did not fill out a stream form on the ditch or the grass swale. There
was no evidence of flow to the extent that a channel had formed within the
swale. Maintained grass was uniform throughout the area.
Area 2: We did not evaluate this ditch/stream in the vicinity of the circled
area. Please see Area 2 description above.
c. wetland determination data forms
Area 1: We did not fill out a wetland determination data form for the manmade
roadside ditch or the grassed swale. Wetland vegetation (sedge) was present
within a portion of the ditch; however, we did not see evidence that the
surrounding area was dug through or draining a wetland. Soil series in the area
is Badin-Goldston complex, 2-8% slopes, moderately eroded, which is in
hydrologic soil group C, and is not rated as a hydric soil (not that that in
itself means much). Vegetation in the grassed swale was uniformly consistent,
including clover, buttercup, and a grass species (likely fescue). Please refer
to the photos of this area to see the general lack of interesting looking
wetland-like characteristics which would have triggered us to take a data form
in the area.
Area 2: We did not evaluate this ditch/stream in the vicinity of the circled
area. Please see Area 2 description above.
2. Could you please provide a map showing the location of each of your wetland data forms
and DWQ stream identification forms?
I’ve created an additional set of Figures 3B through 3G that include data form
locations. Please find these attached.
3. Could you provide photographs for DWQ stream forms: 1a, 2, 4, 6, 7, 9 and 10.
1a: Score 18.0, Unfortunately it does not appear that we got photos at this spot
above the Stream A start point. We did; however, capture a photo of the start
point of Stream A, which shows the pile of rubble at which the start flag is
hung. My notes indicate that the ephemeral portion lacked crayfish and grade
control, which accounted for the 1.0 point difference and the Stream A
intermittent channel start location.
2: Score 11.5, Photos attached
4: Score 17.0, Photos attached
6: Score 14.5, Photos attached
7: Score 17.5, Photos attached. Form taken at the very best looking spot, which
was at a scour hole below a pipe outlet. Appears to be a dug ditch for drainage
under a road, which peters out within a short distance down-slope from the data
point location.
9: Score 14.25, Photos attached of both forested and grassed portions of this
feature.
10: Score 17.0, Photos attached. Similar to Form 7, appears to be a dug channel,
with the best looking area at the pipe outlet and no channel very shortly down-
gradient from the pipe. Lane Sauls and I both walked around this area a few
times, evaluating it for wetland potential, and did not flag it as a wetland. No
formal wetland/upland data form was taken (should have done a full form here),
but we were unable to get a hydric soil in numerous auger holes.

I believe you have both taken over Division 8 NCDOT projects for USACE and NCDWR since
the last movement on this project, but please correct me if I'm wrong.
NCDOT Division 8 would like to proceed with verification of the "B" portion of the study
area for R-5826 at this time. Two streams and two wetlands were flagged in the area. VHB
will refresh flagging of the resources prior to a site visit and for survey-location
purposes.
