BISER Secretary BRIAN WRENN Director United States Coast Guard SFO Fort Macon Attn: Todd Ogle, Civilian 2301 East Fort Macon Road Atlantic Beach, NC 28512 NORTH CAROLINA Environmental Quality October 25, 2021 Subject: NPDES Stormwater Permit No. NCG190050 Tier 2 and Tier 3 Status Request Fort Macon Coast Guard Station Atlantic Beach Carteret County Dear Mr. Ogle: The Wilmington Regional Office staff of the Division of Energy, Mineral, and Land Resources has reviewed your request for determination that Tier 2 and Tier 3 status be relieved for all outfalls for the Copper, Aluminum, and Zinc benchmark parameters. Based on review of the sampling data 2017-2021, we are approving this request. This office cannot establish a new benchmark. You must contact this office if you exceed the average value for any parameter for the last five years. This approval is effective with the next sampling event. However, this approval is contingent on the following requirements: (1) The benchmarks for the parameters are: Aluminum = 0.24 mg/L; Zinc = 0.095 mg/L; Copper = 0.006 mg/L. (2) The average values in the last five years of the samples over the last five years is: Aluminum = 0.332 mg/L; Zinc = 0.075133 mg/L; Copper = 0.02266 mg/L (3) The maximum values in the last five years for the parameters are: Aluminum = 0.653 mg/L; Zinc = 0.0418 mg/L; Copper = 0.0399 mg/L. (4) Zinc does not currently need relief of Tier exceedances and the standard benchmark should be followed. Please append this letter to your Stormwater Pollution Prevention Plan or permit to document that relief status has been approved. If changes in drainage areas, structures, processes, storage practices, or other activities occur that significantly alter the basis of this approval, relief status may no longer be valid. You should either resume sampling at all storm water discharge outfalls, or reapply to this office for relief status based on updated information.
