Box 55 Parkton, NC 28371 SUBJECT: February 19, 2010 Compliance Evaluation Inspection Town of Parkton Parkton WWTP Permit No: NC0026921 Robeson County Dee Freeman Secretary Dear Mr. Hagin: Enclosed please find a copy of the Compliance Evaluation Inspection form from the inspection conducted on February 19, 2010. The Compliance Evaluation Inspection was conducted by Mark Brantley, Environmental Chemist, of the Fayetteville Regional Office. The cooperation of Mr. Terry Wagers, facility ORC, was greatly appreciated. The facility was found to be in Compliance with permit NC0026921. As a reminder, preservation of the Waters of the State can only be achieved through consistent NPDES Permit compliance. Comments • Facility was clean and neat at the time of the inspection. • The Discharge Monthly Reports for the months of September and December 2009 were compared to monthly reports and appeared to be in order. • The influent flow to the town's WWTP has increased above permitted limits due to the recent wet weather the area has experienced. Mr. Wagers stated that some smoke testing was performed last year and some clean outs were replaced. The Division of Water Quality recommends that the town contact North Carolina Rural Water for additional smoke testing. • Please repair the telescoping valve at return pumping station number 2. • During the walk through portion of the inspection it was determined that the total residual chlorine (TRC) sample was being taken at the wrong spot. Please take TRC sample at the bottom of the step aerator. When this sample was taken at the correct location the chlorine result was over 500 micrograms. The permitted limit for TRC at this facility is 17 micrograms. Please evaluate the current de -chlorination system and adjust it so the facility can meet the NPDES permit requirement. Additional de -chlorination tubes may be needed during periods of high flow. Failure to meet the TRC limit is a violation of the facility's NPDES permit and can result in Notices of Violation and/or civil penalties. Again the division recommends contacting North Carolina Rural Water for technical assistance in this manner.
