SUBJECT: Bridge #289 Replacement on SR 1309 (Boone Gap Lane), Alexander County
Dear Mr. Kichefski:
The North Cazolina Department of Transportation requests authorizarion to replace a
deteriorating bridge on SR 1309 (Boone Gap Lane) in Ale�nder County. NCDOT proposes to
replace the existing timber deck bridge at the same location with a double 43-foot, 8' x 5'
reinforced concrete box culvert. Riprap-faced floodplain benches will be constructed at the
culvert inlet/outlet in order to maintain "normal" channel dimensions. A temporary cofferdam
pumping system will be used to divert the stream around the conshuction site as needed. Any
areas affected by temporary cofferdam system will be restored to pre-project conditions. The
scope of the work will result in a total of 108 feet of permanent impacts (43 feet of culvert
impacts and 65 feet of floodplain bench impacts) to the Lower Little River, which is class�ed as
Class C Waters by the Division of Water Quality.
Any mirigation required shall be provided in accordance with the procedures detailed in the
USACE letter dated September l, 2004, from Mr. Ken Jolly to Dr. Gregory J. Thorpe. Attached
is a copy of the EEP mitigation request letter for 43 feet of culvert impacts.
A survey was conducted Maroh 19, 2012 for federally listed species for Alexander County
(USFWS listed dated September 22, 2010), wluch include the dwarf-flowered heartleaf
(HexastyZis nan�ora) and the bog Yurtle (Clemmys muhlenbergii). Suitable habitat for the
federally listed species does not exist in the project study azea. A cultural resources review of the
azea of potential impact was conducted. There are no archaeological sites or lustoric properties
which would be affected by the project. (Project Tracking No. 11-10-0011).
The project area is not located within'/z mile of any critical watershed area. SR 1309 is not a nxral
or urban arterial; therefore, hazazdous spill basins are not required. Enclosed is the hazazdous
spill basin checklist.

The purpose of the proposed work is to replace the deteriorating bridge for the safety of the travelling public.

NCDOT proposes to replace the existing timber deck bridge with a double 43-foot, 8' x 5' reinforced concrete box culvert.
Riprap-faced floodplain benches will be constructed at the culvert inlet/outlet in order to maintain "normal" channel
dimensions. A temporary cofferdam pumping system will be used to divert the stream around the construction site as
needed. Any areas affected by temporary cofferdam system will be restored to pre-project conditions. All Best
Management Practices will be utilized during the course of the project. The Project will be constructed using typical
heavy equipment (trackhoe, backhoe, etc.)
