Roy Louder reported to me this morning 4/26/2012 that the Town had failed a tox test last week.
When we discussed the failure he indicated that he had asked Meritech about the failure and they mentioned
something "odd"
Meritech indicated that the second sample taken Wednesday -Thursday came in as a pH 7.43 but when checked Monday.
it had a pH of 4.96.
I told Roy he should explore this test outcome with Cindy Moore with the Tox Unitl, he has her number.
I also asked Roy to immediately document the failure as required by permit and to speak with Dale Lopez.
He indicated that he is going to run an alkalinity.
He also indicated he will keep us informed on what is going on.
I spoke with Cindy this morning to give her a heads up about the potential call from Roy. She said they would review
the test data when they get it.
I will place a copy of this email in the Parkton NPDES inspections file.

Make sure you send everything you get from Meritech to Cindy and Dale. They
typically want/need everything in order to be able to help you.
Also make sure you are documenting all parameters well.
Remember the retest protocol outlined. in the NPDES permit.

Please note that I have copied Dale Lopez, Belinda Henson and Mark Brantley with the FRO as well as Cindy Moore with
the DWQ Environmental Sciences Section (Toxicity).
Again, I urge you (The Town of Parkton) to clean the solids/sand out of the oxidation ditches as soon as possible.
As you know large accumulation of solids/sand can reduce treatment efficiency and can cause and/or contribute to
effluent toxicity issues.
As we discussed last week Cindy has mentioned she would be more than happy to go over the information from your
lab.
If you have not already done so, please send her everything you have related to the last toxicity test failure including all
but not necessarily limited to
Monthly test data, COC and correspondence
Toxicity testing data, COC and correspondence
any in-house data gathered
anything else that may be connected to the failure.
If you have not already spoken to her directly you might want to do that so you don't waste time sending her
unnecessary information
