I am opposed to the Westpoint development and their submitted permit application. After having reviewed
information about the development, it is clear to me that the scale and density of the proposed development
present substantial yet avoidable risks to water quality along the Eno river that will negatively impact both the
city's water quality via the nearby Teer quarry intake as well as the aquatic and other wildlife on and around the
Eno river at and downstream from the development.
The Eno is a precious resource that provides habitat and respite for many local species -- plant, animal, and
human. We all benefit from as intact as possible a river ecosystem along and around the Eno. That said, I
recognize that we cannot freeze Durham in its current state of development; change will come.
The adjacent Eno River city park is a jewel in the crown of Durham's park system but alone is not sufficient to
protect the river system outside its borders. And, since development will inevitably occur, it's incumbent on the
city, working in collaboration with developers, to ensure that any development allowed to proceed in this and
similar nearby tracts be designed thoughtfully to protect the Eno and similar waterways. For example, a
development with many fewer housing units, substantially less impervious surface, and substantially more intact
natural buffer space along its borders would introduce much less disruption into the watershed feeding into the
Eno and would therefore pose much less of a threat to water and wildlife quality.
Therefore, I respectfully request that the existing project design and permit application be DENIED. I know I am
among thousands of citizens who are likewise opposed to this development. Therefore, even if a modified
proposal is presented that envisions a lower density of development, the proposal would inherently be of
significant public impact and should have a much higher level of review.
