JURISDICTIONAL FEATURES: The proposed project is bordered to the Raleigh / Durham, NC west and drains to Little Brier Creek (Stream A), a tributary of the Neuse 2905 Meridian Parkway River Basin (HUC 03020201) and a designated Class C/NSW (Figure 3 & 4). Durham, North Carolina 27713 There is another unnamed intermittent stream (Stream B), which borders the (919) 361 -5000 north side of the proposed project and drains to Little Brier Creek, and ultimately to the Neuse River. Both Little Brier Creek and Stream B are Charlotte, NC depicted on the USGS quadrangle and Wake County Soils Survey (Figure 2), 11301 Carmel Commons Blvd, and therefore subject to the Neuse River Riparian Buffer Rules. Mr. Amanda Jones of the USACE, originally approved and the jurisdictional wetlands on February 16, 2001 (AID# 200220576)), verifying Stream A and Stream B, as the only jurisdictional feature within the proposed impact project area. Stream Features A and B were also previously confirmed, and are subject to the Neuse Rive Riparian Buffer Rules, per the original NCDWQ Neuse Buffer determination issued in 1998, by Mr. Danny Smith (NBRRO- 20). PROJECT LOCATION/HABITAT: The subject property consists of two parcels, bisected by Macaw Street, totaling 3.84- acres, referred to as Lot 12 & 13 of the Brier Creek Corporate Center, as recorded in book of maps 2012 page 761763 of the Wake County Register of Deeds. The two parcels are currently zoned Thoroughfare District Conditional Use, Special Highway Overlay District -2, and a Planned Development Conditional Use Overlay District. The Brier Creek Town Center II PDD, modified in 2011, included the allowance of residential units in the airport overlay district, up to 600 units. The future land use plan is consistent with the proposed uses described in the "proposed development ". The subject property is, located within the northwestern portion of Wake County, approximately 1 mile northwest of the Raleigh/Durham International Airport (Figure 1). Approximately 90 percent of the subject property is currently cleared and stabilized with grassy vegetation, aside from the riparian buffer areas which are comprised of forested areas and would be generally characterized as a Dry Mesic Oak - Hickory Forest (Schafale and Weakley, 1990). Land use within the vicinity of the project is a mix of retail /commercial, multi - family, and single - family residential, office, and natural forested areas to the south of the project area. September 25, 2013 Page 3 of 6 PROPOSED PROJECTAMPACTS: Arco Corporate Drive was previously permitted with original overall Brier Creek Corporate Center on June 16, 2005 reference (DWQ EXP 05 -0913) and USACE Permit NW P 14 (AID 200520324), with subsequent modifications. The developer AAC is considering two options for the proposed project known as The Brier Creek Town Center Apartments, however both options will include parking, sidewalks, amenities, associated utilities and stormwater management facilities. Option A is a 395 multi - family residential unit development on four levels with two - levels of structured parking below (each lot housing approximately half of the proposed units). This option anticipates 26 of the total residential units will be townhouse type units fronting the western, open space, property frontage. Option B includes 393 multi - family residential units. In this option the townhouse product is deleted and the club increases to 15,000 SF with a 3,400 SF lobby area. Either option will require the sanitary services and tying into the existing sewer line on the western side of Little Brier Creek. This initial portion of the project is for design and permitting of the infrastructure, including the sanitary sewer while the developer decides on an option described above. The project will be required provide sanitary sewer service and tie into an existing 12" City of Raleigh sanitary sewer line located on the western side of Little Brier Creek ( Stream A), which is subject to the Neuse River Buffer Rules. This will result in one proposed impact area to the Neuse River Buffer and an aerial crossing of Stream A. The proposed 12" sanitary sewer will be encased in a 16" steel pipe, supported on steel piers, and designed to cross Little Brier Creek at a near perpendicular angle. The new sewer is proposed to be installed utilizing the trench and backfill method, until it breaches the ground elevation and crosses Stream A, on aerial piers. The new sewer line will require a permanently maintained 20 -ft easement, which will be maintained in fescue grasses. The new sewer line will result in 1,261 sf of Zone 1, and 988 sf of Zone 2 impact to the Neuse River Riparian Buffer. September 25, 2013 Page 4 of 6 of the overall project that was originally permitted, however the land and project are totally independent of the originally permitted project. There are only 2,249 linear feet of riparian buffer impact associated with this project, while avoiding 2,383 linear of stream channel, within the project area. The sanitary sewer connection is a required connection to an existing City of Raleigh Sanitary Sewer, running parallel to Little Brier Creek. Location of the proposed sewer connections were directed to existing manholes and existing grades within the proposed impact area. To minimize impacts, the sanitary sewer at Inset 1 has been aligned at a near perpendicular angle and will be placed on aerial piers as it crosses the unnamed tributary, reducing stream and stream buffer impacts in this location. MITIGATION: Mitigation is not proposed at this time. All buffer impacts are deemed "Allowable" under the Neuse River Riparian Buffer Rules — Table of Uses. September 25, 2013 Page 5 of 6 STORMWATER MANAGEMENT: The proposed project drains to Little Brier Creek, a tributary of the Neuse River Basin and a designated Class C/NSW, and subject to the Neuse River Buffer Rules. A final stormwater management plans /calculations will be reviewed /approved by the City of Raleigh, however a courtesy copy of the plan is included as well as a diffuse flow discussion with this submittal package for your review. The proposed development is located within the Neuse River basin and will be subject to the stormwater management requirements set forth in Section 10, Chapter 9 of the City of Raleigh regulations. Per City of Raleigh regulations, Stormwater management on this site shall address two primary issues: (1) peak discharge rates and (2) water quality management. Final design calculations and construction drawings for Phase 1 of the, Brier Creek Corporate Center development (Lots 5 -13 and Stormwater Wetlands 1 & 2) were previously approved by the City of Raleigh (City of Raleigh approval stamp dated 2/06/2006). Since the date of the original design, the N.C. Division of Water Quality has issued a new best management practice (BMP) design manual (effective October 1, 2007). Per discussions with representatives from the City of Raleigh, Phase 1 of the Brier Creek Corporate Center development will not be held to the new design standards since these facilities have already been permitted and constructed (or are under construction) prior to the release of the new manual. Therefore, the proposed retro -fit of Stormwater Wetland #l(and related design calculation revisions) are based upon the April 1999 BMP design manual. Velocity dissipaters are provided at the principal spillway outlets to prevent erosion and scour in these areas. The dissipaters are constructed using rip rap, underlain with a woven geotextile filter fabric. The filter fabric is used to minimize the loss of soil particles beneath the rip rap apron. The sanitary sewer connection is a required connection to an existing City of Raleigh Sanitary Sewer, running parallel to Little Brier Creek. Location of the proposed sewer connections were directed to existing manholes and existing grades within the proposed impact area. To minimize impacts, the sanitary sewer at Inset 1 has been aligned at a near perpendicular angle and will be placed on aerial piers as it crosses the unnamed tributary, reducing stream and stream buffer impacts in this location. 1 b.
