Hello Craig,
This was not new construction, but instead an upgrade of an existing culvert under Old Crews Road
to DOT specs for the Town as a result of development I'm the region. It was necessary to impact
wetlands to get side slopes on the new elevation to work. There were no new stream impacts -
everything stays within the already- impacted stream length. That is why you don't see a stream
quantity in the PCN or the NWP you issued. As I understand the information from the applicant, with
the proposed revision, there still are no new impacts, but the plan has changed as to location and
form of construction within the previous impact area, as described in the attachments to the previous
email. The 401 Cert. required, as a condition, that DWQ be notified of any plan change. We have
included you in the loop for record - keeping purposes.
This upgrade work has not yet commenced, bit of course th original road has been in place for
decades.

Since the culvert was extended 10', do this result in increased wetland impacts? If yes, how much more impacts
to the wetlands?
What were the total stream impacts (rip -rap and dissipater pad ?); looking briefly at the PCN, I don't see any
mention of stream impacts.
Has this work been completed?

I have attached the revised impact maps for the Old Crews Road culvert extension as requested. The following
summarizes the revisions:
• The length of the culvert was extended by 10 -feet at the inlet end of the culvert due to comments from NCDOT.
NCDOT requires that the top of the headwall be approximately 1 -foot above the top of the pipe; consequently,
we had to lengthen the culvert pipe resulting in 10 -feet of additional stream impact at the inlet end of the
culvert. Please note that there is existing rip rap in the stream channel at the inlet end as it was impacted during
the original culvert installation work.
• The length of the rip rap dissipator pad at the outlet end of the culvert was reduced by 15 -feet. The original
length of rip rap proposed was 40 -feet. The revised length is 25 -feet. This results in a 5 -foot reduction in the
length of stream impact as compared to the original approved impacts.
• The culvert size was increased from a 137 "x87" aluminum arch culvert to a 147 "x87" aluminum arch culvert with
headwalls. This did not result in any increase in the amount of stream and /or wetland impacts.
The other road cross - sections /wetland impacts original proposed have not changed. Please let me know if you have any

Jim,
Patrick and I just met with NCDOT concerning the culvert crossing on Old Crews Road. NCDOT Hydraulics is requiring
that we extend the headwall toward the stream at the inlet end of the culvert to reduce the height of the headwall
above the top of the pipe culvert. This will result in a longer pipe length and approximately 10 -12 feet of additional
stream impact on the upstream side of the culvert. NCDOT said that we could reduce the length of rip rap at the outlet
end of the culvert to offset the additional impact on the upstream end. We are currently showing approximately 40 -feet
of rip rap and they said that this could be reduced to 20 -25 feet of rip rap. This would result in a net reduction in the
length of stream impact required for the culvert installation. If we are reducing the length of the stream impact, do we
need to send the proposed revisions to NCDWQ and Corps for review /approval or is this something that can be handled
as a field change? Thanks.
