HomeMy WebLinkAbout20051457 Ver 1_Re update on cleveland cty water want for a reservoir 2.msg_20111010Strickland, Bev From: Reeder, Tom [tom.reeder @ncdenr.gov] Sent: Monday, October 10, 2011 9:01 AM To: Mcgee, Melba; Kari Barsness Subject: Re: update on cleveland cty water want for a reservoir Kari — I have been contacted by Butch Smith (Cleveland County water systems manager & new member of the EMC) who told me that he would like us to become a co- applicant on the federal permit for the mainstem reservoir on the First Broad, in accordance with HB 609. 1 told Butch that once his assessment of alternatives is completed that we would be happy to work with him and that if the assessment calls for a mainstem reservoir that we would be glad to be a co- applicant on his federal permit. You should know however, that both the Army Corps and the EPA have stated in writing that they do not believe that a mainstem reservoir is permittable in this case. However, Cleveland County is still moving forward. Thanks. The meeting was held in Cleveland County and agencies and stakeholders discussed 10 potential alternatives. Seven of these alternatives were eliminated because they would not meet Cleveland County's Purpose and Need. A total of five alternatives will move forward for in -depth analysis. These include No Action, First Broad River Reservoir, Upper Crooked Run Creek Side Stream Reservoir with Pumped Storage, New Water Treatment Plant on Broad River and Purchase of Water from Forest City or Shelby. Items discussed during the meeting ranged from documentation of decreased use when water conservation is in place, mitigation costs for each alternative, explanation of the different amounts of water needed under various alternatives, more information on the safe yield models, triggers and difference in capacity and Kings Mountain indicated that they were willing to discuss the sale of water to CCW. The Corps of Engineers requested state and federal agencies provide written comments by September 15th. The Corps did not indicate when another meeting would be called.
