Just a comment on the minutes. EPA will be submitting formal comments in conjunction with
the Region 4 NEPA program. But just wanted to clarify that we are not necessarily requiring
that the water efficiency /conservation alternative be carried forward as a stand alone
alternative necessarily but that it be carried forward in some form that is detailed in
content and that each item of our 09 letter and the water efficiency guidelines (WEGs) are
addressed. As it stands now, water conservation is ruled out to not be carried forward
saying it will be used in conjunction with other alternatives but there is very little
discussion as to the details that will be addressed and what impact this may have on
projected demands. We expect to see a section in the EIS which thoroughly addresses our 09
letter concerns and the WEGs. The details of how this is done can be further discussed, but
what we don't want is for this alternative to be ruled out with only a superficial

Meeting Agenda
The meeting was held to present the Preliminary Alternatives Analysis for the
Environmental Impact Statement that is being prepared in conjunction with the Cleveland
County Water application to build a water supply reservoir. The purpose of the meeting
was to update the agencies and stakeholders concerning the alternatives considered,
dismissed, and /or moved forward for in -depth analysis. The USACE is soliciting
comments from all interested parties on the Preliminary Alternatives Analysis.
Introductions and Brief Review of Project
Following introduction of the EIS team opening remarks concerning the history of the
Project, the EIS process, and the progress to date were made by Henry Wicker. The
remainder of the program consisted of a presentation by Keith Webb on the preliminary
alternatives analyzed. A brief review of the Purpose and Need laid ground work for the
evaluation of various alternatives.
Preliminary Alternatives Analysis
Based on population projections, flow models, and potential business growth, Cleveland
County Water will need an average of 7.9 MGD with a peak demand of 11.5 MGD. A
model developed by Hydrologics was used to determine the safe yield of the streams and
reservoirs considered as potential sources of raw water sufficient to meet CCW needs
through 2060.
There were ten alternatives considered during the preliminary analysis. These included
No Action, Water Conservation alone, Increased Withdrawal at Existing Intake,
Utilization of Recycled Treated Waste Water, Storage, Groundwater, First Broad River

Reservoir (Site A and Site B), Side Stream Reservoir with Pumped Storage (Knob Creek,
Upper Crooked Run Creek, Lower Crooked Run Creek), Purchase of Water from Local
Supplier (5 suppliers), and New Water Treatment Plant on Broad River.
Seven of these alternatives were eliminated, for various reasons, as they would not meet
the Purpose and Need. These included Ground Water, Increased Withdrawal at Existing
Intake, Water Conservation alone, Storage, Utilization of Recycled Wastewater, and
Purchase of Water from three of the five local suppliers. The reservoir alternatives
eliminated included Knob Creek, Lower Crooked Run Creek, and First Broad River Site
B.
Five alternatives will be moved forward for further analysis. These include No Action,
First Broad River Reservoir Site A, Upper Crooked Run Creek Side Stream Reservoir
with Pumped Storage, New Water Treatment Plant on Broad River, and Purchase of
Water from Forest City or Shelby.
Comments /Questions
Comments and questions were welcomed from the floor. These included requests for
tables to summarize data and comparison of all alternatives, documentation of decreased
use when water conservation is in place, inclusion of mitigation costs in the total cost for
each alternative, inclusion of O &M in cost for each alternative, and more information on
the safe yield models, triggers and difference in capacity. Other questions requested
general clarification of issues such as safe yield of FBRR Site B, length of stream impacts
on Site B, rationale for proposed new WTP on Broad River instead of pumping to
Lawndale, cause of peak demand, cost to build pipe lines, and explanation of the different
amounts of water needed under various alternatives. Kings Mountain indicated that they
were willing to discuss the sale of water to CCW, but issues remain as to safe yield and
supply during drought.
Summary of Next Steps
The USACE has requested that all comments be submitted in writing by September 15,
2011 to Henry Wicker. Email submittals are acceptable.
Comments from Becky Fox, EPA, have already been received. Ms. Fox is requesting
that Water Conservation be moved forward as a stand alone alternative, even though it
will not meet the Purpose and Need.
