The division has not given any type of approval for the proposed reservoir. Instead, we have waived our right to require a 401 water quality certificate because we believe strongly that the proposal as currently designed will not proceed to full approval by the U.S. Army Corps of Engineers. A waiver is neither an approval nor an endorsement of the project but allows the current process to continue without further action from the state. We have been heavily involved with this project since 2005. During that time, Cleveland County has spent more than $1.5 million. Requiring it to spend more on studies for the project at this time is a waste of taxpayer dollars and won #t resolve anything. Our action is both reasonable and responsible in this unique situation. Should the design change, the division will have the authority to evaluate it through the 401 certification process. We must effectively deploy our limited resources to protect our waterways and aquifers. Using resources to protect the quality of water in a reservoir that will not be built is not an intelligent use of taxpayer funds and personnel. Tom Reeder Raleigh The writer is director, N. C.
