Thanks, Drew. I really like that. That is what I tried to tell Henderson in the first place. I was extremely disappointed in the
way he portrayed the Dept /DWR in the article today. I felt that it was somewhat disingenuous, based on the conversation we
had last Friday. Thanks again.

Tom, here is my draft for your response to Bruce Henderson *s article. Please let me know when you have had a chance
to look at it.
To the Editor:
It is severely misleading for your reporter to write that the N.C. Division of Water
Resources let plans for a reservoir in Cleveland County #advance with no
scrutiny.# ( #State gives reservoir project an unprecedented pass,# Aug. 21)
We have been involved with this project since 2005 and have given it plenty of
scrutiny. That level of involvement and familiarity with the proposal made me
confident that there was little use in using state government resources as well as
Cleveland County #s own tax dollars to formally review a project that the U.S. Army
Corps of Engineers has repeatedly stated is not needed because of viable
alternatives, as your article catalogued.
No two projects are alike, and in every case we decide what to do based on the
regulations in place and the specific merits of the case. The environment would not
be protected one bit by putting this project through the certification process.
There are enough water quality issues in North Carolina to deal with. Protecting the
quality of the water in a reservoir that will not be built is not a good use of state
resources.
