Hopefully this message will satisfy your request for assistance, per your email of May 3rd (see below). You and I have already discussed the revisions needed to the PER on the phone a couple of weeks ago. I will first summarize the circumstances and the reasons for our request for a revised Preliminary Engineering Report: Background A Preliminary Engineering Repo rt (PER) was submitted in September the original water treatment plant upgrade/expansion and transmission main replacement (PWS No.: WIF-1774). APERUpdatewas subsequently submitted in February 2013 in support of two new funding applications, one for the WTP upgrade/expansion (WIF-1785F) and one for the transmission main replacement (WIF-1784F). The same PER Update was submitted to cover both new applications. . MPORTANT: Revisions to the February 2013 PER Update are needed for the WTP upgracle,/expansion project- On page 2 the PER Update states, The demands on the Cityos watersystem are increasing due to growth in the industrial sector, the demands of Bessemer City, and internal growth in the Kings Mountain Water System. On page 4 it adds, #The City currently has a demand of approximately 3 MGD on an average day basis. This includes the City of Kings Mountain and the service it provides to Bessemer City, the Town of Graver, and Cleveland County. Beginning in the near future, two industrial clients will begin utilizing City water that will increase the demand on the City system. In addition, Bessemer City will continue to utilize more water as system demands increase. It is anticipated that in the year 2015, demand on the water will increase to 8.22 MGD followed in 2020 by an increase up to 9.295 MGD. This growth is primarily the result of water usage by the two industrial clients that are recently locating in Kings Mountain, the AT &T Data Center and Southern Power. In addition to the anticipated growth in the systems outside of Kings Mountain, Kings Mountain will continue to grow at a normal rate as this area has been an excellent recruiter far industrial customers. In order to meet the demands of the water system users, the water treatment plant needs to be expanded. The statements above adequately describe the reasons why the City believes that an immediate expansion in treatment capacity is needed. The PER Update, however, does not include factual information in support of these statements. Examples of such information would be: i 0 The current demand (if any) from the two cited industrial customers and whether it is included in the • The anticipated demand from these two industrial clients over the referenced period (i.e, present to 2O2O). • The basis for predicting an increase in demand in the future from these industrial customers. • Copies of agreements/contracts (if any) to provide water and/or sewer service to these industrial customers. Kings Mountain • The *normal rate of growth* forKingsMountainthePERUpdaterefersto. • Whether such *normal rate of growth* reflects population growth only or includes industrial growth as well. • The population growth rateforthepast2O-25yearsasthebasisforestab|ishingthecurrentgrovv h trend. • How much of the predicted industrial growth iscertainandhowmuchisspecu|ative. • Whether the City has issued permits or received applications for residential, commercial, or industrial developments. Information such as the examples above would help this office determine whether the proposed expansion of the WTP capacity is justified by the circumstances and therefore eligible to receive DWSRF funding.
