As long as there is no increase in impervious surface (which it looks like there is not) a redevelopment exclusion for this project will be issued today. Just let me know if you need anything else. Please see below. I have several other emails that show we have been back and forth since early /mid June. This is jobs for ONSLOW and CARTERET county citizens. I have been working with Matt Gadams since February to make this happen. I am working with Matt as General Contractor to up -fit this property. W have been through Swansboro Board of Commissioners to get necessary Special use permits to allow parking on the adjacent property, 85 Old Hammocks Beach Rd. I am concerned that the extent that they are requesting exceeds the scope of what is actually needed. This project is for a building /property that has been in existence since early 60 "s. As we provided to you recorded documentation that clearly shows that the impervious surface (22,000 + building and gravel /rock parking areas) existed in the mid 1980s and before as it does today. The original sewing /garment factory employed over 200 employees for several years. As you know we have been working on this project since February. This property has been setting vacant for over 20 years and now it has someone who is willing to breathe life into this building. This project represents a huge economic gain for Swansboro and provides jobs for our citizens. The company that is purchasing the property now employs 48+ people with have plans to expand their employment base as well. I appreciate all that you have done for us in trying to move this project forward. As we discussed early on you /we did not feel that a permit was needed since it was an existing developed property with a gravel parking lot. Especially since another property, less than one mile from this building was allowed to use existing impervious areas. The structure on that property had been torn down several years prior. WE ARE NOT ADDING ANY ADDITIONAL IMPERVIOUS AREA. After the buyer expressed concerns that he would like to have reassurance that it was ok you recommended that we run this by DWQ for a review. In your past emails back and forth with MS. Lewis that you forwarded to me it appeared that she thought it was ok however she asked for some additional documentation and you /we provide it. I thought that we were just waiting for a conformation letter so we could move forward. The buyer and owner of the manufacturing company has spent several thousand dollars in preparing for this purchase. We are now at the 11th hour and the bank has approved all financing and this sale is scheduled to close Monday July 15th. It appears that DWQ is treating this as a new building on vacant land. Something need's to be done and done NOW. As a Swansboro Commissioner I am concerned that we may loose this opportunity to get this building back into use and put people to work. This is a little upsetting to me as I spent SO MUCH TIME AND EFFORT convincing Ms. Lewis that site is exempt .and now I am likely starting all over again with a different reviewer. In the past ..Linda Lewis dealt with these EXEMPTION requests .Now it seems they want to handle this with a regular reviewer. Let me know how you want me to proceed. Of course..FAST TRACK requires a $500 fee PLUS the Engineer and Applicant (High Speed) have to drive down to Wilmington and make the case directly to the Fast Track Reviewer .all which add to costs. I do have a couple of Express projects that I am also trying to work on. I will try to get to it as soon as I can but I cant speculate when that might be. If they are in a hurry, they can always choose the express route. The express fee for an exemptions is $500. I will forward the Reciept Notification from Jo Caser if that will help. I can also email our request letter to you .if that might help ..Just let me know what you need .and we will get it to you.
