It is the 8 -15 -12 PM DRAFT. The only change is that I updated the population projections on page 2 based on the most recent information from the NC OSBM. The new numbers show an even slower rate of growth in the basin than the previous numbers from the March 2012 report. An example is that the projected rate of growth in Cleveland County from 2010 to 2030 dropped from 5% to 1.4 %. Thanks Dennis
