COL Baker and Ken are out of the office today and tomorrow. I certainly think they'd be
amenable to meeting. I will ensure they answer you on MON if they haven't prior. You are
probably well aware that Regulatory has been asking for the "need" for this and alternatives
evaluation and have received little info from the applicant and consultant in these two
areas. We discussed this more than once with Rep. McHenry too. I've attached the fact sheet
we've given him.

Subject: Potential Meeting with Cleveland County Water Board
Colonel Baker / Ken - Yesterday I met with several members of the Board and staff of the
Cleveland County Water District at their offices in Cleveland County. Also in attendance at
the meeting was State Senator Warren Daniel. The sole topic of our discussion was Cleveland
County's desire to build a dam and create a reservoir on the First Broad River. This
proposed project is currently going through the Environmental Impact Statement process under
the guidance of Henry Wicker. The Cleveland County representatives are extremely concerned
with what they feel is their uphill and costly struggle in order to acquire the necessary 404
Permit for this proposed impoundment. I want to be very clear that they do not have concerns
about Henry's performance in this matter. I have been a party to many of these discussions
and Henry has done an outstanding and professional job in handling this difficult assignment.
However, they expressed a desire to be able to state their case for the approval of the 404
Permit, from their perspective, to someone higher in the chain of command. Accordingly, they
asked if I would be willing to contact you on their behalf and see if you, Ken, and Henry
would be willing to meet with their delegation, in your offices in Wilmington, to discuss

their 404 Permit application and the associated Environmental Impact Statement. If such a
meeting can be arranged they also expressed a desire to conduct the meeting on a Friday, as
that would facilitate their travel arrangements. Please let me know if you would be willing
to have such a meeting and then I can ask the Cleveland County reps to get in touch with
Patricia to make the necessary arrangements. Thank you.
