All the bills, except for the budget, still need the Governor's approval before they become law. Let me know if you have any questions. Tom Bill Number Short Title Comments Veto Overridden H2O0 Appropriations Act of • PWS transferred to DWR 2011 • 1 time shift of $564,227 from Capital Funds to Operating Funds. • An expansion position to support HB609. Ratified or Presented to the Governor Hl 19 Amend Environmental • Section 8 water use standards for public major facilities. Laws 2011 • Section 12 gray water reuse rule making. • Section 16 rule making for variance from setbacks for public water supply wells. S676 Clarify Water & Wells • Reduces the ability permit or repair a private well. From: Reeder, Tom Sent: Thursday, June 16, 2011 1:19 PM To: DENR.DWR Cc: Godreau, Jessica Subject: Merger with Public Water Supply With the House and Senate override of the Governor's veto this week, the budget for next year has become officially set. What this means is that as of July 1 the Public Water Supply Section will merge with our existing staff into a new Division of Water Resources. I strongly believe that this merger is in the best interests of the State and will significantly enhance the comprehensive management of water resources in North Carolina. I think that there are many processes and functions within both the existing DWR and PWSS that will be enhanced and improved by these two organizations working together within a single division. Furthermore, I think that over time we will be able to substantially improve the services that we provide to the citizens of North Carolina through the greater efficiencies and economies of scale that will be brought about by combining these two programs. I have begun meeting with the staff of the Public Water Supply Section to gain a better understanding of what they do and I have been impressed by the professionalism and knowledge of their personnel. In addition, they are tasked with executing the critical mission of protecting the water that North Carolina's citizens drink on a daily basis and ensuring that this water meets stringent standards. The reason I mention this is that I highly encourage you to learn more about the Public Water Supply Section when they move with us into the Archdale Building this coming fall. I feel that you will be impressed by what you learn and gain a better appreciation of why this merger makes great sense. Within the next week or so either I or Tom Fransen will be forwarding information regarding the bills that were passed this session that affect DWR's job responsibilities. There were several bills that will increase the tasks that we will be required to accomplish. I am confident that we will be able to accomplish these additional tasks with the same high level of success that we accomplish our current missions. In the meantime please be prepared to welcome the PWSS Staff into the Division on July 1 and if you have ideas regarding improvements that can be gained as a result of the combination of these two organizations, please don't hesitate to share your thoughts with me.
