A. Property Ownership Documentation:
1. Since the permittee (Town of Holly Springs) is not the owner (Lennar Carolinas LLC) of the land,
where the reclaimed water lines will be located, an easement specifically indicating the intended
use of the property and meeting the requirements of the 15A NCAC 02L .0107(f) would be
required, which was not included in the submission. Please provide the easement filed with the
County Register of Deeds. As an alternative, the permit can be issued with a construction only
condition, considering the owner's certification in the submission. A minor modification request
shall be submitted along with the easement before the permit can be updated to construction and
operation.
B. Engineering Plans:
1. Plans shall represent a completed design and not be labeled with preliminary phrases (e.g., FOR
REVIEW ONLY, NOT FOR CONSTRUCTION, etc.) that indicate they are anything other than
final specifications. However, the plans may be labeled with the phrase: FINAL DESIGN - NOT
RELEASED FOR CONSTRUCTION. As per this requirement please remove the phrase
"Preliminary — Not approved for construction" for all sheets.
2. Please depict minimum separation distances between utilities required by 15A NCAC 02U
.0403(h), (i), and 15A NCAC 02T .0305)
3. Please depict labeling and color coding requirements per 15A NCAC 02U .0403. or any reclaimed
water signages or posts.
