Division of Water Resources (DWR) issued a closeout letter for the following projects on September 20, 2013. This letter will serve as a replacement to that letter. Per Session Law 2007 -438, any nutrient offset payments received alter September 1, 2007, must comply with the service area restrictions identified in 15A NCAC 02B .0240. The nitrogen nutrient offsets generated from the Wayne Community College BMP can be used to offset development impacts in the Neuse River Basin for nutrient offset payments received prior to September 1, 2007 and within the 8 -digit Hydrologic Unit Code (HUC) 03020202 for payments received after September 1, 2007. In an effort to prevent the forebay berm from becoming compromised, DWR suggests that the pine trees be cut down flush to the ground leaving the root mass intact. • DWR highly suggests that periodic pruning of woody stems along the banks of the wetland be performed to allow sunlight to penetrate through to the herbaceous layer, thus maintaining a stable ground cover throughout the Life of the wetland. • There was trash in the forebay that needs to be removed. • DWR highly suggests that inspections be performed at the outlet structure after substantial rainfall events to ensure that the small diameter orifice does not become clogged. River Bend Stormwater Wetland BMP at Ritter Field — o Baccharis halimifolia was present in dense masses along the shallow land areas where shallow plants were planted. If not controlled, these shrubs can outcompete and shade out the other varieties of plants needed for the wetland to function appropriately. DWR highly suggests that these shrubs be cut down flush to the ground leaving the root mass intact. • DWR highly suggests periodic pruning of woody stems, including Baccharis, along the banks of the wetland to allow sunlight to penetrate through to the herbaceous layer, thus maintaining a stable ground cover throughout the life of the wetland. According to the Memorandum of Agreement between NCEEP and Wayne County Community College (WCC), WCC is to maintain the WCC Stormwater Wetland BMP for a period of 30 years and must submit maintenance and inspection reports to NCEEP every two years for thirty years. According to the Contractor Agreement between NCEEP and the "Town of River Bend (TORB), the TORB is to maintain the River Bend Stormwater Wetland BMP for a period of 30 years and must submit maintenance and inspection reports to NCEEP every two years for thirty years. Please note that NCEEP is required to maintain accurate ledgers for all of these projects, and these ledgers must be available for review upon request.
