Good Morning Gentlemen,

A nationwide permit and 401 water quality certification were authorized for P-5726 Salisbury Station Improvements
back in June 2021 and August 2021, respectively (see attachments). Axiom has learned that on-site circumstances are
going to result in the need for a change in plans regarding impacts to the one on-site stream. A draft revised plan will
begin the review process in November.
 The stream is 175 feet long.
 The permitted plan calls for 132 feet of stream to be enclosed in a culvert. 132 feet of stream mitigation has
been purchased from NCDMS.
 It is anticipated that the revised plan will replace 15 feet of the culvert with 15 feet of riprap on the stream bed
and banks in the same location – stream impacts will remain at 132 feet.

It appears to me that the total impacts will remain the same, although the source of impacts will be different (culvert +
riprap).

I would like to know from the two of you if you think this proposed change is worthy of a permit modification or if
submittal to you of revised permit drawings and final plans will suffice.
