I agree with your assessment of the revisions regarding permit documentation and compensatory mitigation. I will place this information in the administrative record. A revised permit verification or Mitigation Responsibility Transfer Form is not necessary. Agreement is based on: 1. Impacts are in the same location (change from culvert to riprap on banks and bed). 2. Compensatory mitigation for the culvert was 1:1. This would remain the same for rip rap in the bed. Axiom has learned that on-site circumstances are 2 going to result in the need for a change in plans regarding impacts to the one on-site stream. A draft revised plan will begin the review process in November.  The stream is 175 feet long.  The permitted plan calls for 132 feet of stream to be enclosed in a culvert. 132 feet of stream mitigation has been purchased from NCDMS.  It is anticipated that the revised plan will replace 15 feet of the culvert with 15 feet of riprap on the stream bed and banks in the same location – stream impacts will remain at 132 feet. It appears to me that the total impacts will remain the same, although the source of impacts will be different (culvert + riprap). I would like to know from the two of you if you think this proposed change is worthy of a permit modification or if submittal to you of revised permit drawings and final plans will suffice.
