Mr Hennessey,
The City of Asheville has reviewed the Division of Water Resources General Permit
NCG590000 for greensand and conventional type water treatment plants and requests that the
discharge from the William DeBruhl WTP be covered under this new general permit. The City
understands that the Division will rescind the individual NPDES permit for the William DeBruhl
WTP — NC0056961 when the Certificate of Coverage for the General Permit NCG590000 is

William Debruhl WTP Sludge Handling Plan for 2021
William DeBruhl Water Treatment Plant
City of Asheville Water Resources Department
NPDES Permit NC0056961
Prepared For: NCDENR/DWQ/NPDES Unit
Prepared BY: Judson Bledsoe, Supervisor, William DeBruhl Water Treatment Plant
Date: September 30, 2021
Currently solids are removed from William Debruhl WTP lagoons #1 on an annual basis. The
City of Asheville's Water Resources Department/Water Production Division contracts sludge
removal through a contractor that specializes in removal of solids in a sludge form that are
agitated and pumped into a holding tank to increase solids content. These solids are mixed with
a polymer and processed through a belt filter press to form a dry cake solid that can be
transported to the Buncombe County Sanitary Landfill for disposal.
In 2021, BioNomic Services Inc., removed 23.24 dry tons from lagoon #1 during an 11 day
period.
