The City of Asheville has reviewed the Division of Water Resources General Permit
NCG590000 for greensand and conventional type water treatment plants and requests that the
discharge from the North Fork WTP be covered under this new general permit. The City
understands that the Division will rescind the individual NPDES permit for the North Fork WTP —
NC0035807 when the Certificate of Coverage for the General Permit NCG590000 is issued to
the City for the WTP.

7. Describe the treatment process(es) for the raw water:
• Pre -chlorination: Sodium Hypochlorite
• Coagulation/Flocculation: Aluminum Sulfate and flocculation basin.
• Filtration: 6 dual media filters providing filtration and removal of flocc and
sediments.
• Disinfection: Sodium Hypochlorite is added to provide post chlorination residual. CT
is met in the 5 million gallon, baffled clearwell.
• Sodium Bicarbonate, Hydrofluorsilicic Acid, Zinc Orthophosphate and Caustic Soda
are added as water enters the City of Asheville distribution system.
8. Describe the wastewater and the treatment process(es) for wastewater generated by the
facility:
• Wastewater from the North Fork WTP consists of backwash water containing removed
sediments from filtration and the backwash process. This water also contains
residual chlorine and aluminum sulfate from pre -chlorination and
coagulation/flocculation processes. Additional water is added from storm drainage
into lagoon #2.
• Treatment of wastewater is accomplished by tiered wastewater system made up of
three lagoons #1(182,000 gallon capacity), where primary settling occurs. Water
flows from lagoon #1 through an effluent structure to lagoon #2 (978,000 gallon
capacity), where further settling occurs. Water flows from lagoon #2 through an
effluent structure to lagoon #3 (3 million gallon capacity). Influent water flows
through lagoon #3 and is discharged through the effluent structure and then enters
the receiving body of water.

North Fork WTP Sludge Handling Plan for 2021

Date: September 23, 2021
Currently solids are removed from North Fork WTP lagoons #1 and #2 on an annual basis. The
City of Asheville's Water Resources Department/Water Production Division contracts sludge
removal through a contractor that specializes in removal of solids in a sludge form that are
agitated and pumped into a holding tank to increase solids content. These solids are mixed with
a polymer and processed through a belt filter press to form a dry cake solid that can be
transported to the Buncombe County Sanitary Landfill for disposal.
In 2021, BioNomic Services Inc., removed 67.77 dry tons from lagoons #1 and #2 during a 39
day period.
