Hey,
When I spoke with Rep. Moore on Thursday, he said that the county folks think that it is DWQ would not issue
a certification, rather that the Corps not issuing a permit. Do you know where they is coming from? Also, is
there any formal documentation between the Corps or DENR and Cleveland County Water? If yes, can you
