III. Certification Statement:
I Matthew B. Poling certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.

Dear Sir/Madam,
Please accept our sanitary sewer permit application for the Rowlands Grant single family
residential subdivision located in Fuquay-Varina, NC. The proposed subdivision will contain 232
single family homes.
Proposed flows for the community are assumed based on a mix of 3 and 4 bedrooms homes.
The Town of Fuquay-Varina has previously agreed upon a flow of 300 gpd/unit. The total
requested flow is anticipated to be 69,600 gpd.
Sanitary sewer within the community itself will all be 8" gravity sewer mains and total
approximately 9,823 If. Additionally, a 12" gravity sanitary sewer extension will be made from
the subdivision to the Terrible Creels Wastewater Treatment Facility. The extension is
approximately 5,370 If. A portion of this extension will consist of aerial piping. Plans for this
have been included with the submittal.
A portion of the sewer will be within 50' of existing wetlands. A note has been provided on the
plans (see attached) that this portion of sewer shall be C-900 PVC and hydrostatic pressure
tested. Manholes in this area shall also be watertight.

On September 10, 2001, the Division of Water Quality Non Discharge Permitting Unit received your
flow reduction request for future and present, but not yet tributary, single-family dwellings in the Town of
Fuquay-Varina. The letter requests approval of a residential flow value of 220 GPD/residence for these
dwellings.
The information provided water use information for 2000 and actual daily waste water flow recordings
for their peak month of May. Other supporting data was provided. The evaluation covered 90 homes that are
representative of the subdivisions in Fuquay-Varina in accordance with 15A NCAC 214 .0219(l)(3).
Based on the information submitted, the Division hereby approves the use of 75 GPD per bedroom
per dwelling for residential units (225 GPD per three bedroom home) in all applicable non -discharge petmit
applications for future sewer line extensions and present, but not yet tributary projects for the Town of Fuquay-
Varina. The Division did note that the average flow per residence in February 2000 was 271 GPD. Re le
