Lee Energy Complex Duke Energy Progress 1199 Black Jack Church Road Goldsboro, NC 27530 September 17, 2013 �� N0� SEP 2 3 2013 -gun Subject: Proposed Maintenance Dredging of Existing Lee Energy Complex Make -up Water Intake Canal Dear Ms. Greer & Mr. Scarbraugh: Duke Energy Progress (DEP, formerly Progress Energy Carolinas) has previously applied for and received authorization under Nationwide Permit No. 3 (most recently in 2010, reference Corps Action ID: SAW- 2010 - 00973) to perform maintenance dredging in a man -made intake canal used to provide make -up water to the cooling water reservoir at the Lee Energy Complex in Wayne County DEP is applying for reauthorization of this maintenance dredging under NWP 3, and requesting authorization from the Corps to conduct dredging on an as- needed basis through the effective date of the currently issued NWP 3. We would note that in a telephone conversation with Mr. Buzz Bryson of Environmental Services, Inc (and recently retired from DEP), Mr. Scarbraugh indicated that it would be appropriate to submit the PCN to NCDENR -DWR "for information only ". This canal was constructed decades ago, and DEP has conducted maintenance dredging on an irregular, as- needed basis over the years. The process has become relatively standardized, as the proposed work has been reviewed by the Corps, NCDENR and other agencies multiple times, and shown to have no discernible impact. DEP proposes to conduct the maintenance dredging using a tracked hoe or dragline, operating from high ground. Prior to excavation, a silt curtain will be temporarily installed between the work area and the intersecting "bypass canal', to prevent any sediment from entering the bypass canal or Neuse River. Dredging will be limited to the existing footprint of the canal, with no lateral or vertical expansion of the canal dimensions. Typically, only relatively small amounts of sediment are required to be www.duke- energy com removed to ensure proper intake pump operation. Because there are no wetlands or wooded buffer adjacent to the canal (the area is maintained with a mowed grass cover), there will be no impacts to those areas. Excavated material will be transported to and disposed of on high ground, outside the buffer, and no return water will be allowed to drain to the river or tributaries or wetlands. The disposal area will include a low berm to contain the material until it dries. The area will be under an acre, so no erosion control plan approval or pre /post- construction stormwater approval is required. DEP will, however, stabilize the area will a temporary and permanent ground cover. For this request, DEP is proposing that 65 cubic yards be removed, within a 35 - foot length of the canal. DEP is proposing to start dredging as soon as possible following authorization by the Corps, and be completed within approximately 30 days. The enclosed preconstruction notification and supporting drawings provide detail on the proposed work. We would appreciate your review of this project.
