Project Narrative
Proposed Bulkhead and Backfdl

The subject property borders the Cape Fear River roughly 3.5 miles upstream of the
mouth at the Atlantic Ocean. The width of the open water of the river in this location
varies depending on direction. Battery Island to the SSW is roughly .67 miles away,
Shellbed Island to the SE is roughly 1.20 miles away and Zekes Island to the NE is
roughly 3.46 miles away. Each direction offshore represents a considerable fetch distance
for wind- generated wave action. In addition to natural wave and current forces, the
shoreline is also impacted by wakes from passing vessels using the dredged river channel.
Adding to the frequency of wakes, the Bald Head Island ferries began departing from and
returning to the Deep Point Marina located .6 miles up river in 2009. Based upon a
review of aerial photography, it is evident that the property's shoreline has experienced
chronic erosion over time with more recent acceleration likely related to man-made
influences.
The property shoreline is in a severely eroded state with a prominent escarpment
transitioning from upland lawn to the sandy beach. Very recent on -going erosion was
evidenced on -site by fallen pieces of lawn turf that were still green. There are no coastal
wetlands or Section 404 jurisdictional wetlands present along the shore. The neighboring
property to the southwest has been bulkheaded with a return wall located near the
property line. The return wall has been recently expanded even further into the
neighboring lot to prevent erosion from flanking the structure. The property to the
northeast has no shoreline stabilization. The linear remnant of an old wooden bulkhead
lies just offshore of the subject lot visible on aerial photography and ranging from about
35 ft to 60 ft waterward of today's high tide line. This represents the amount of land lost
to erosion since the old bulkhead failed. Scattered broken concrete columns are located
across the intertidal beach.
In order to stabilize the shoreline and reclaim a portion of the eroding property, the
applicant proposes to construct a bulkhead to be backfilled and grassed. Standard marine
construction methods and materials will be utilized. The bulkhead will align with the
existing neighboring bulkhead corner to the southwest and extend along the shoreline to
the northeast where a return wall will be constructed along the side lot line into the
upland. The northeast end of the bulkhead will be located 10' seaward of the recently
surveyed mean high water location. Aerial photo documentation of the shoreline recently
lost to erosion includes the Brunswick County GIS 2012 aerial and the 1/3/2013 aerial

from Google Earth. By using each site's measurement tools, the amount of shoreline
erosion between the times of the two aerials is 10.13'. For stability, deadmen will be
buried in the upland soil and secured to the bulkhead with galvanized rods.

9. PROJECT DESCRIPTION
The project is located off 304 River Drive, adjacent to the Cape Fear River, in Southport, Brunswick County.
To find the project site from Wilmington, travel south on NC Hwy 133 to Southport. Turn left at NC Hwy 211,
N. Howe Street and travel approximately 1.5 miles to E. Moore St. Turn left on E. Moore Street and continue
approximately 0.6 miles to a right fork in the road, which is River Drive. Veer right at River Drive and travel to
the intersection. Turn left at the intersection, which is a continuation of River Drive. Travel approximately 0. 15
miles and the property will be located on the right.
The subject property consists of a single parcel, approximately 0.86 acres in area. The property slopes down
from the road to the shoreline. The highground portion of the site is vegetated primarily with lawn grasses and
Oaks (Quercus spp).The shoreline has not been stabilized and is eroding with an approximate escarpment height
of 2 feet. Coastal wetland vegetation is absent. The mean high water line is located approximately 6.5 feet
waterward of the current escarpment. Numerous square concrete pilings are scattered waterward of the
escarpment, along with remnants of a former bulkhead. The shoreline of the adjacent property to the west was
bulkheaded under two general permits issued in 2005 (GP -40476 & GP- 43222). A general permit was issued to
the current adjacent property owner in 2012 (GP- 60740), authorizing an extension of the bulkhead wingwall
adjoining the project site. The extension was needed in order to stabilize the side property line where the
shoreline had eroded landward of the former wingwall. The shoreline of the property adjoining the project site
to the east is currently in its natural state. There is evidence of recent shoreline erosion on site. The applicant
has submitted aerial photography showing 2012 and 2013 to demonstrate recent erosion. Based on
measurements taken on site for the issuance of the general permit for the neighbor's wingwall extension on
September 19, 2012 and those taken on site on 8/30/13, approximately 4' of shoreline appears to have been lost
in the past year along the western property Be. Measurements were not taken along the eastern property line in
2012; although a photograph of the property was taken on December 12, 2012. Measurements were taken
during a site visit on September 20, 2013, at which time the erosion escarpment was located a distance of
approximately 15' from the fence. A photograph was taken on September 20 near the location of the December
12, 2012 photo. In comparing these two photographs, there appears to have been minimal erosion in the
preceding 9 months.
The waters of the Cape Fear River are classified as SC by the North Carolina Division of Water Quality. The
waters are not designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries. They are
CLOSED to the harvesting of shellfish.
PROPOSED PROJECT:
The applicant is proposing to install a new bulkhead in line with the adjacent bulkhead to west. The bulkhead
would be located approximately 27 feet waterward of the current escarpment, and averaging approximately
15.5' waterward of the existing mean high water line, with a maximum distance of approximately 21'
waterward of mean high water to the west. The bulkhead would be located approximately 10' waterward of
mean high water at the eastern property line. The bulkhead would tie into the existing bulkhead to the west and
a 35 foot wingwall would be constructed along the property line to the east.

10. ANTICIPATED IMPACTS:
The proposed development would fill up to 1,574 square feet of shallow bottom (estuarine waters and public
trust area), and would also fill approximately 2,100 square feet of high ground. The work would likely result in
a temporary increase in turbidity.
