Bridge 65 Brad, I am meeting with the Ansco & Associates out there again today and will direct them on getting the area restored. I will have them place the gleyed soils in first and the organic material that is likely on the bottom of the spoil piles on top. Then we will seed straw and seed the areas. Our Resident Engineer’s Office (RO) notified me that AT&T had bored their U/G conduit without coordinating with the RO for a preconstruction meeting. In addition to not upholding their obligations regarding notification and coordinating a meeting, AT&T also did not uphold their obligations for environmental compliance that are outlined in their Authorization Letter as they did not locate and install safety fence along the wetland boundary, install any EC measures, or comply with permitted plans. It sounds like the AT&T contract manager stated that the project was confused with B-5624, another Brunswick bridge project with a similar project number and at a similar phase that already had a pre-construction meeting, which is why he did not reach out to schedule a meeting. At&T’s subcontractor conducting the bore, Ansco & Associates, did not notice the wetland boundary called out on the plans and as a result, spoils from the northern most bore pit were haphazardly spread into the adjacent wetlands. There was also a hole/pit dug in the middle of the wetland between the two pits that we typically would not expect to see (see Middle Pit). I understand it, this was a result of attempted removal of an obstruction they hit while trying to run their line. They were eventually able to get their line through. Our RO is going to mark the wetland boundary this afternoon so we can confirm the amount of wetland impacts…I estimate around 1500 sq. ft. between the two sites. This Utility Relocation was not designed or permitted to have any impacts, as the intention was to have both bore pits on the high ground shoulder. We discussed with the contractor onsite today about filling their bore pit back in with the material stockpiled on the side that is not in wetlands, but I wanted to make sure we coordinated with the both of you on how restoration needs to take place for the wetland areas. I am having discussion with Division Utilities and Construction about how to prevent future breaks in communication with regards to these Utilities By Others (UBOs) occurring prior to project let. This all likely could have been avoided by having a pre-construction meeting. I am sorry to have report this. Feel free to call me on my mobile if you have any questions.
