The Division of Water Quality (DWQ) 401 Oversight and Express Review Permitting Unit has reviewed
the above-referenced restoration plan. The plan was well-prepared, and DWQ appreciates the revision
of the proposed restoration activities to reflect our concerns regarding mature hardwood riparian areas.
We feel this site is an excellent candidate for restoration, and we look forward to the successful
completion of this project.
In accordance with a May 10, 2000 memorandum/technical guide summary for Benthic
Macroinvertebrate Monitoring Protocols for Compensatory Stream Restoration Projects, DWQ is to
analyze a set of up to 80 restoration projects. 10 sites are to be selected from within eight ecoregions;
five large sites and five small sites from each ecoregion. The Floogie Mitigation Site is considered a
large site within the Coastal Plain ecoregion, where insufficient data has been collected to date.
Please provide a macrobenthos monitoring plan which will outline procedures and provide data points
for the collection and analysis of macrobenthos during the Floogie project. The monitoring for this
project should include sampling points at the upper, middle and lower restoration reaches, and from one
location on the reference reach. Sampling should be conducted prior to beginning site activities, and
then annually during years 3, 4 and 5 of the project. Depending on the results of the monitoring data and
on the standard stream success criteria (stream stability and vegetation), additional monitoring may be
required.
All sampling activities should be conducted in accordance with the Standard Operating Procedures for
Benthic Macroinvertebrates (July 2006, DWQ Biological Assessment Unit), and conducted by personnel
who have a certificate of training for DWQ macroinvertebrate collection protocols. Macroinvertebrate
samples must be sent to a laboratory certified to do macroinvertebrate identifications through the DWQ
Lab Certification program administered by the Environmental Services Section. Information on this
