Area of Potential Effects (A.P.E.) is approximately 122 meters (400 ft.) long and 30 meters (100 ft.)wide. The project is State-funded and Federal permits will be required. No easements will be required. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: The review included an examination of a topographic map, an aerial photograph, and listings of previously recorded sites,previous archaeological surveys, and previous environmental reviews at the Office of State Archaeology(O.S.A.). Also, an archaeological reconnaissance was conducted on 4/5/2019. The bridge is oriented approximately east-west. The topographic map (Conetoe) shows the A.P.E. is located on an upland flat. In general,upland flats adjacent to streams have a moderate to high potential for prehistoric archaeological sites. The canal looks very straight and may be either a man-made drainage canal, or it could be be a natural stream that has been channelized. There are several "Carolina Bay" features, swamps, and canals in the vicinity of the A.P.E. The aerial photograph shows the project area is cleared for agriculture. There are several previously recorded archaeological sites in the vicinity of the A.P.E. The A.P.E. is within an area that has already been surveyed for archaeological sites. Lautzenheiser (1989) conducted an archaeological survey for the proposed re-location of US 64 in Edgecombe, Martin and Pitt Counties. The project had several alternatives with a very large survey area. The survey recorded several sites to the northwest and southwest of the bridge, including 31 ED 114, 31 ED 115, 31 ED218, 31 ED219, 31 ED220, 31 ED221, 31 ED222, and 31 ED223. The North Carolina State Historic Preservation Office HPOWeb service depicts several historic structures nearby. One of these,the Worsley-Burnette House, is a circa-1830 home located on SR 1526 approximately 800 meters (2, 625 ft.) east of Bridge 78. The National Register of Historic Places (NRHP)nomination form for the Worsley-Burnette House states the original owner, Mayo "No ARCHAEOLOGYSURVEYREQUIRED"form for Minor Transportation Projects as Qualified in the 2015 Programmatic Agreement. 1 of 10 Project Tracking No. 19-03-0009 Worsley, helped his neighbors build the Ballyhack (now Burnette) drainage canal in the 1850s (Black 1990). Since there was evidence that the canal was constructed in the 1850s, a visual reconnaissance was conducted to identify any historic features in or adjacent to the bridge. The reconnaissance was conducted on 4/5/2019 by NCDOT archaeologists Damon Jones and Caleb Smith. Visual examination of the bridge and surrounding area did not identify any historic features associated with the canal. The NCDOT Historic Architecture and Landscapes Team's "No Historic Properties Present of Affected" form(Reap 2019)includes an evaluation from the State Historic Preservation Office which states "These slave dug canals are all over eastern NC but very few of them seem to maintain enough integrity to qualify for listing since over the last 150 years they have often been rerouted, straightened, widened, narrowed and banked." Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: The landform in the A.P.E. has a low to moderate potential for archaeological sites. Visual examination of the A.P.E. did not identify and historic features associated with the circa 1850s Ballyhack Canal.
