Comment Westpoint on the Eno is Durham's keystone city park. The proposed development threatens to permanently alter the character of this absolutely unique cultural and environmental resource. The potential negative impact of the proposed development on the entire watershed cannot be overstated. I'd prefer that there be no development on Black Meadow Ridge, but realizing that residential development is going to happen at this site sooner or later, I strongly urge the DEQ to use all resources at your disposal to require site -specific construction plans that minimize run-off and use of impervious materials, and limit the density of development to reflect the character of the adjoining park as well as the environmental sensitivity of the Eno River watershed. On a personal note, I am originally from Ellicott City, Maryland, a suburb of Washington DC and a historic mill town situated on the Patapsco River. Historic downtown Ellicott City has been ravaged by floodwaters, with two 100 year floods in a two year span. Climate change certainly contributes, but hydrologists and urban planners point to unchecked suburban development as the major culprit. Please weigh the long-term flooding risks of this project along with the other pertinent objections.
