It has been pretty rainy up here in Raleigh. I just received the LaGrange Year 1 Monitoring Report. I am slightly confused, but I am pretty sure we can clear up my confusion in a phone call when you get a chance. At this time, I can’t accept this report as a Year 1 Monitoring Report and there are a couple of reasons why. One reason, being that I haven’t received and approved of an Asbuilt Report for LaGrange. I have approved the BPDP. I think I can accept the Year 1 Report more as an AsBuilt Report though. A second reason I can’t accept this as a Monitoring Report, is that this entire site has not gone through a full growing season. A little over 10% of the site was just planted (per requests from DWQ) in Winter 2012. Vegetation data should be collected after planted stems have become established and have had at least one full growing season. In addition, during our onsite site visit last spring, DWQ discussed with you the need to plant more stems in areas that were bare. It was also noted that additional stems were needed along the stream buffer within the first 10 feet from top of bank. During that site visit, DWQ requested that one of the two monitoring plots must be located within the riparian buffer itself. In order to complete my review of this report as more of an “AsBuilt Report” and issue a corresponding credit release letter, please address how your supplemental plantings addressed these problem areas identified onsite. A Year 1 Monitoring Report, along with financial assurance to cover the “post construction” phase (aka 5 years of Monitoring) should be submitted by December 31, 2013 with vegetation to be collected no earlier than August 2013. I’ll give you a call this afternoon to discuss further.
