Northeast Creek Directional Drill Pre - Construction Notification — Northeast Creek Directional Bore Duke Energy Carolinas 410 S. Wilmington Street Raleigh, NC 27601 20131042 Dear Ms. Higgins: Duke Energy Progress, Inc. is proposing to use directional bore technology to replace two existing underground feeder lines located under Northeast Creek in Jacksonville, NC. One of the lines is the main feed and the other is a backup /spare. Both feeders were installed in the early 80's and one of the feeds has failed. The electricity supplied through this feeder serves the hospital and part of Camp Lejeune. We currently are at a critical state only having one feed with no spare and are needing to directionally drill new feed /line /cable(s). The new feeder lines will be placed in a new easement approximately 50 feet from the existing feeder lines. Horizontal Directional Drilling equipment will be set up to drill from high ground to high ground, the bore will exit near our existing overhead power line right of way. The length of the crossing is approximately 1630' using an 8" diameter cutting head. All drilling mud will be contained and dewatered by using straw bales and silt fencing as to not let sediment escape containment. Camp Lejeune is accepting the dewatered drilling mud to be used as cover on an upland area on the base (we are calculating approximately 150 cubic yards of spoil). The new cable that will be drilled under Northeast Creek will then attach to the pole with the transition of underground to overhead. Aerial bucket trucks will be used to terminate transition. There are two wetland areas in the vicinity of the transition from underground to overhead in the existing power line right -of -way. All egipment used in the transition area will be placed on mats to avoid wetland impacts. Duke Energy Progress, Inc. believes that this project does not meet any of the five (5) thresholds required by Water Quality Certification No. 3884 for written concurrence by DWR. The project will not have permanent impacts to any wetlands and /or waters, including streams, nor does it have any stream relocations. A corridor will be needed for equipment access to the bore area. The corridor for the equipment crossing contains wetlands within the existing powerline and gas line right -of -way. Any equipment moved in the corridor will be placed on wetland mats to avoid wetland impacts as described in the PCN. This work will not result in the increase of the foot print of the existing power line or gas line right -of way. No maintenance or access corridors will be needed that are greater than 15 feet wide in wetlands. A small amount of upland vegetation will be cleared in order to access the bore site. This work is not associated with an enforcement action or Notice of Violation from NCDENR or any other regulatory agency. Finally, the work will be done in the White Oak River Basin, thus there will be no www duke - energy com Higgins 2 September 17, 2013 stream or buffer impacts associated with the project. Both lines will be replaced in a new easment. Both lines will be replaced with directional drill technology. The new feed will go back in the same vicinity as the failed line but ten feet deeper. A Horizontal Directional Drilling machine will be set up on high ground near our overhead power poles. The drill rig will not have any disturbance in a wetland areas. The length of the crossing is approximately 1630' using an 8" diameter cutting head. All drilling mud will be contained and dewatered by using straw bales and silt fencing as to not let sediment escape containment. The line will be installed in two steps, step one will be the clearing of the existing right of way to access the area of the directional drill site. This is the area located in the existing powedine and gas line rights -of -way, that will be used to be the underground bore to the existing overhead line. Most of the clearing will be in uplands, there will be a small amount of clearing in wetlands; any new right -of -way cleared in wetlands will be less thn 15 feet. Equipment to be used in the right -of -way clearing process include TX 8' or 4'X 8' plastic mats to be used to avoid impacts to wetlands within the rights -of -way, hand cutting machinery, and a bucket truck. All equipment will use mats in wetlands and all trunks, brush and limbs will be left in the rights -of -way. Step 2 will be acessing the directional drill site and boring under the creek. Equipment to be used in in order to access the bore site through the newly cleared right -of -way, will be wooden checker board mats, (approximately 20' X 10') tracked excavator, rubber fired backhoe, a track digger, and a bucket truck. All equipmmts will use the wooden mats in wetlands to avoid impacts to wetlands in the rights -of -way, while accessing the directional drill site. Item 5b. If yes, explain in detail according to "help file" instructions The lines were originally installed in 1982, these lines will be replaced in a new easement because of conflicts with a gas pipeline that was installed after 1982. Permits were obtained to replace the line in the existing easement.
