The purpose of the Bank is to provide riparian buffer credits to compensate for buffer impacts within the Hydrologic Unit Code 03020201 and to provide nutrient offset payments within the Falls Lake Watershed. The Parcel location is depicted on Figure 1. The Parcel is located in a rural watershed within the Neuse River Basin (HUC 03020201) and within sub - basin 02-00-10 depicted in Figure 2. Stormwater runoff drains into eight identified features (A-H): three unnamed tributaries to the North Fork of the Little River and five ditches. All Parcel features flow into unnamed tributary Feature A, which then flows into another unnamed tributary to the North Fork of the Little River, the Little River, the Little River Reservoir, the Eno River, and ultimately into Falls Lake. All of the intermittent streams on the Parcel are classified as Nutrient Sensitive Waters (NSW) by Division of Water Resources (DWR). The Little River Reservoir is a major source of drinking water for the City of Durham; Falls Lake is a major source of drinking water for the City of Raleigh. To protect these reservoirs, the Little River and its waters are also classified as Water Supply II (WS-II) and as a High Quality Water (HOW) by DWR. Prior to construction, the Parcel consisted primarily of open agricultural fields, used mainly in row crop production for corn. Streams, ditches, and other stormwater conveyances on the Parcel had little to no riparian buffer and were mowed in most locations on an annual basis. The project included restoring the buffer along North Fork Little River, three unnamed tributaries, as well as five ditches. Riparian and agricultural ditch buffers were restored on the Parcel in order to reduce non -point source contaminant discharges to downstream waters in the Falls Lake Watershed. The project property is 33.43 acres and is protected with a permanent conservation easement. In general, riparian buffer restoration area widths on streams extend out to 100 feet from top of bank for Neuse River buffer credits and out to 200 feet for nutrient offset credits. 1.2 Bank Sponsor The North Fork Little River Parcel is a part of the Bank. The Mitigation Banking Instrument (MBI) for the Bank was signed on April 19, 2016. The North Fork Bank Parcel Development Plan (BPDP) was approved and initial credit release obtained in May 2016. The easement was assigned to Unique Places to Save, LLC, a 501(c)(3) non-profit corporation, in January 2018. Project planting was completed in January 2017. Year 1 project monitoring was completed in September 2017 and Years 2, 3, 4, and 5 North Fork Little River Nutrient Offset and Buffer Mitigation Bank Parcel Page 2 Monitoring Year 5 Report monitoring were completed in September 2018, 2019, 2020, and 2021 respectively. To get to the Parcel from downtown Durham, travel north on U.S. Highway 501 North for approximately 12.7 miles. Turn left onto S. Lowell Road and continue west for approximately 1.9 miles to the intersection with Johnson Mill Road. The Parcel will be on the north side of S. Lowell Road at this intersection (Figure 1). 1.5 Project Design The Parcel will generate 13.90 acres of Neuse riparian buffer credits and 18.31 acres of nutrient offset credits. Therefore, based on 2,273 pounds of nitrogen per acre of riparian restoration the Parcel will provide 41,619 pounds of nitrogen nutrient offset credits. The Parcel will also provide 2,680.58 pounds of phosphorus nutrient offset credits based on the 146.4 pounds of phosphorus per acre of riparian restoration. Parcel credit generation is shown in Figure 3. The revegetation plan for the Parcel included planting of bare root trees and controlling invasive species growth. Bare root trees selected for the Parcel were native bottomland hardwood species typical for Piedmont Bottomland Forest communities as defined by Schafale and Weakley (1990). Tree species selected for planting on the Parcel as well as size specifications, planting density, and plant composition are detailed in Table 2. "Character Trees" are defined as planted or volunteer species identified from a survey of local vegetation on less degraded sections of the specified stream and from reference literature that details native species. Vegetative success criteria are based upon guidelines set forth in the Consolidated Buffer Mitigation Rule 15A NCAC 02B .0295 (effective November 1, 2015), and is defined as a success rate equivalent to 260 live stems per acre at the end of the 5-year monitoring period. North Fork Little River Nutrient Offset and Buffer Mitigation Bank Parcel Page 4 Monitoring Year 5 Report If vegetative success criteria are not achieved based on acreage density calculations from combined monitoring plots over the entire restoration area, or if an inspection of a buffer restoration site indicates that portions of the Parcel do not have sufficient stem densities or are otherwise deficient, supplemental planting shall be performed with tree species approved by DWR. Supplemental planting shall be performed as needed until vegetative success criteria are met. No quantitative measurements of herbaceous assemblages will be required to meet the vegetative success criteria. 2.2 Description of Species and Monitoring Protocol The quantity of monitoring plots was determined in accordance with the Carolina Vegetative Sampling Protocol (CVS) Protocol (Levels I & II) such that at least 2 percent of the Site is encompassed in monitoring plots. A total of 27 plots (10 meters by 10 meters) were established within the credit generation area. PVC pipe was used to mark the four corners of the plots. Monitoring plot locations are shown in Figure 4. GPS points were taken at each of the corners and a reference photo was taken from the southwest corner of each plot (Appendix D). All planted stems within the plots were marked with flagging tape and recorded. Total numbers of tree species planted within the monitoring plots as well as planting density and plant composition are detailed in Table 4. Results of the Monitoring Year 5 stem count are summarized in Appendix C. Table 4. A reference photo was taken from the southwest corner of each plot, which can be found in Appendix D along with the stem count raw data. Total numbers of tree species identified within the monitoring plots as well as density and composition are summarized in Table 5. Vegetation result tables with planted stem density, and stem count by plot and species are summarized in Appendix C. Results of vegetation sampling during monitoring year five indicated a mean survival value of 429 planted stems per acre across vegetation plots. Vegetation plot stem densities range from 243 to 567 stems per acre. Surviving stem density in 26 of the 27 plots met the success threshold of 260 stems per acre required at the end of year five monitoring by more than 20%. Vegetation plot 22 is short of the stems per acre requirement by one tree, with a planted stem density of 243 stems per acre (see Tables 6 and 7). The planted trees remaining in vegetation plot 22 are healthy and a desirable sycamore (Platanus occidentalis) volunteer brings the total plot stem density to 283 stems per acre (Table 7). The average planted stem heights for individual vegetation plots range from over 3.4 feet to 10.5 feet and the average stem height for all plots spread across the Parcel is over 5.5 feet tall (Table 6). Maintenance will be performed to correct any identified problems on the Parcel that have a high likelihood of affecting project success. Such items include but are not limited to; excess tree mortality caused by fire, flooding, drought, or insects. Any actions implemented will be designed to achieve the success criteria and will include a work schedule and updated monitoring criteria. Heavy deer browse has been observed across the Parcel limiting the growth of otherwise healthy trees. Soil samples were taken in May 2021 and confirm that slow tree growth is due to deer browse, not lack of soil nutrients. Planted stem survival rate is high and average tree height is increasing every year. Average tree heights for each vegetation plot in Monitoring Year 5 are shown in Figure 5 and upward trends in tree height are graphed in Appendix D. In an attempt to help the tree leaders grow above typical deer browse height, Wildlands added soil amendments across approximately 13 acres of low growth area in the winter of 2020/2021. Herbaceous vegetation along all features is healthy but DWR has requested additional planted woody stems along Feature A. Wildlands will plant additional woody stems in the winter of 2021/2022. 2.5 Conclusions Vegetation is thriving across the Parcel and is exceeding performance standards despite heavy deer browse. Monitoring Year 5 data shows an average density of 429 planted stems per acre across all vegetation plots, with all but vegetation plot 22 exceeding the 260 stems per acre standard by more than 20%. When a desirable volunteer species (sycamore) is included in calculations for vegetation plot 22, stem density increases to 283 stems per acre. The average stem height for all plots throughout the Parcel is over 5.5 feet tall. As in all previous years, monitoring data shows positive trends in vegetation establishment and this trajectory is expected to continue. Wildlands plans to plant additional woody stems in the winter of 2021/2022.
