Dear Mr. Sipe:

At the request of the Washington Regional Office, Frit Car, Inc. has recalculated a site-specific
dissolved iron background level using data from monitoring well samples collected from
temporary wells TM1 and TM3 during the period May to December 2020.

The Department has previously indicated that the proposed method of two sigma plus an
average was acceptable for calculation of the iron background level. The calculation for the
proposed dissolved iron background level is included in Attachment A. The May to December
2020 iron concentrations table is also included in Attachment A. Frit has also compared these
proposed background levels to dissolved iron concentrations at wells along the Review and
Compliance Boundaries. The Waste, Review and Compliance boundaries are presented on the
figure included as Attachment B.

Wells along the Review boundary include MW-1 to the northwest of the Waste boundary; MW-5
northeast of the Waste boundary; and, MW-6 to the southeast of the Waste boundary. MW-7 is
located along the Compliance boundary at to the southwest of the Waste boundary.

Dissolved iron concentrations were detected at or below the calculated background level at the
Review boundary in MW-1, MW-5, and MW-6. During the May to December sampling period,
the iron concentration in MW-7 exceeded the proposed background level at the Compliance
boundary two of the eight sampling events (June and December), therefore exceeding the
proposed background concentrations and thus requiring Frit Car to conduct Corrective Actions
per your May 11, 2021 letter.

Frit is in the process of evaluating water treatment modifications to reduce the iron
concentrations in the effluent to below the proposed calculated background level ; therefore, if
the dissolved iron present in the effluent applied to the spray fields is less than the calculated
background, then any exceedances in the wells on the spray field must be attributed to naturally

occurring background concentrations. To comply with Corrective Action requirements, the
effluent will be sampled prior to application. Effluent will not be applied to the sprayfield if the
dissolved iron concentrations exceed the calculated background level. Any effluent that
exceeds the background level for dissolved iron will be hauled by licensed transport to an
appropriate disposal facility.

In reviewing the above information, please note that the facility has not applied any effluent to
the sprayfield since February 2019. All groundwater data gathered during the eight-month data
development period should not reflect any direct influence of effluent application.
