Hagar, Moore and Hastings, Sorry for the delay in the response. Below is an update on Cleveland County's request for a reservoir. On September 1St the Corps of Engineers meet with state and federal agencies to discuss the preliminary alternatives analysis for the EIS. The meeting was held in Cleveland County and agencies and stakeholders discussed 10 potential alternatives. Seven of these alternatives were eliminated because they would not meet Cleveland County's Purpose and Need. A total of five alternatives will move forward for in -depth analysis. These include No Action, First Broad River Reservoir, Upper Crooked Run Creek Side Stream Reservoir with Pumped Storage, New Water Treatment Plant on Broad River and Purchase of Water from Forest City or Shelby. Items discussed during the meeting ranged from documentation of decreased use when water conservation is in place, mitigation costs for each alternative, explanation of the different amounts of water needed under various alternatives, more information on the safe yield models, triggers and difference in capacity and Kings Mountain indicated that they were willing to discuss the sale of water to Cleveland County Water (CCW). The Corps of Engineers requested state and federal agencies provide written comments by September 15th. The Corps did not indicate when another meeting would be called. It will take some time, however, for the consultants to gather the information for the five alternatives and present to the Corps for review. Also, as you probably know, Butch Smith has contacted Tom Reeder (Division Director with Division of Water Resources) and told him that CCW would like DENR to become a co- applicant on the federal permit for the reservoir on the First Broad, in accordance with HB 609. Tom told Mr. Smith that once CCW's assessment of alternatives is completed that the department would be happy to work with him and that if the assessment calls for a reservoir the department would be glad to be a co- applicant on his federal permit. Once I have more information regarding the Corps process (when another meeting will be scheduled, etc.) I will let you know.
