I've received this email with info on 44 sites and 8 that may affect federally listed species. Please proceed to respond to the emergency as needed; you do not need to wait on any further information from the FWS. I will review all this information and respond again today with any conservation measures that may be helpful to minimize impacts to any listed species. lbw Lauren B. Please note the following email has interspersed figures and text. 3 First, I wanted to give the agency folks a sense of the extent of damage in Division 14. The map below shows the general distribution of repair sites. Most damage was in Haywood and Transylvania. I believe we have about 150 sites identified so far in Division 14 ranging from minor pavement damage to complete bridge losses. 4 Second, we need to present our current environmental screening information. The attached spreasheet highlights in yellow the sites screened thus far in Haywood that have either possible Section 7, or 106 (SHPO) resources affected or nearby. NCDOT staff, please note that these sites need some clearances and possible measures taken and/or permits before proceeding with repairs. As of friday afternoon, of the sites that may have listed species concerns, I believe only 131 on the Pigeon, which is the one I called agencies about yesterday, has had some work completed already. However, right now we are planning to hold off any futher work on 131 until at least Tuesday next week because the rock we were getting from the quarry was not large enough to make a good road shoulder/streambank base. We will be working on screening information for Transylvania soon, but off‐hand I don’t think there should be listed species concerns with those repairs. Below are three GIS maps for Haywood County with the highlighted sites from the spreadsheet also highlighted in light blue so you can get a sense of where they are in relation to roads and waterways. The sites in red are sites that should have no listed species or other concerns, though all areas have not been fully vetted. Bethel Area  131 –As discussed with some yesterday on the phone, the rock placement in the river thus far and as planned has been where the bank has washed away, so elktoe and/or direct habitat impacts have been/should be avoided. The river was still running very turbid yesterday due to a lots of sediment that went into Lake Logan upstream of the site. We started work at 131 as we have in similar situations in the past on the French Broad River. This involves placement of large rock in the washed‐out areas and then rebuilding the shoulders back with millings on top. The potential for directly impacting previously occupied mussel habitat is therefore low. There are two large trees laying in the river where the failure occurred, but we did not cut them.  37 – I believe this repair will be above OHW and only involve replacing shot rock where existing rock fill has washed out.  39 and 41 – These are fairly new cored slab bridges where some gray bats took up residence in last few years. The repairs will involve backfilling scoured areas around wingwalls, so construction would be short term. The structures are OK I believe and they are not in need of repairs. 5 Parkway Area 6  89 – This is a NR eligible bridge (#430420) on the historic bridge list. It will need possible foundation work and stabilization for a large wall scour, and advance coordination with SHPO. Also, we will need to do a rock gnome lichen survey near the base of the scour.  90 – This bridge (#430074) will need a rock gnome survey before mid‐channel bent repairs are made. Canton Area  2 – Blackwell bridge (Structure # 430445) has the gray bat colony. I believe the bridge is in good shape but will require some minor guardrail replacement and debris removal. 7  4‐ The box culvert under NC 110 is near bridge 445 and will need debris removal on inlet side, which is on opposite side and away from the river and 445. We would like to proceed with working on all these sites as soon as possible and therefore would appreciate any guidance we may need to move forward. I hope this information is helpful but I am sure you may have some questions too. So, please advise by email or feel free to call me on my cell phone anytime at 828/246‐7078. Also, I am available later today, Monday and Tuesday as well should anyone want to visit these sites with me, or others.
