Discussion of path forward for expanding the BRWA WTP from 8 to 11 or 12 MGD 2. Discussion of WTP pretreatment/ reservoir requirements 3. Discussion of the potential for reclassification versus pretreatment/ reservoir 4. Discussion of a path forward for confirming available 7g10 flow We were looking at the following date - May 7`h, 2013 — 2 PM for no more than 1.5 hrs — I have requested that Elizbeth Kountis reserve a room that will be provided at a later date. Some background information is presented below...... The Broad River Water Authority (BRWA) withdraws their raw water from the Broad River. Their 2011 Local Water Supply Plan (LWSP) on file with the North Carolina Department of the Environment and Natural Resources (NCDENR) Division of Water Resources (DWR) states that their safe yield is 8.0 MGD based on treatment capacity but their 2008 LWSP stated that their safe yield is 11.0 MGD based on 20% of the 7Q10. Increasing the withdrawal at this location will not be straightforward in that typical withdrawals permitted today in North Carolina are limited to 20% of the 7Q10 and the 7Q10 of the Broad River at BRWA's withdrawal point needs to be confirmed. BRWA obtains its raw water from a WS -II run -of -river intake on the Broad River. This intake is permitted to withdraw up to 8.0 million gallons per day (MGD). This water is treated to potable quality in an 8.0 MGD capacity water treatment plant. BRWA transmits and distributes potable water to its customers via more than 235 miles of 2 to 24 inch diameter water mains, 6.75 million gallons (MG) of finished water storage, and one pressure zone. BRWA currently supplies an average of 5.348 MGD (8.129 MGD maximum day) according to their 2011 LWSP to a population of about 16,100 along with two bulk users. Since the Town's maximum day (8.129 MGD) has exceeded 80% of their plant capacity (8.0 MGD), the BRWA has begun planning for and analysis of their future raw water options. Currently, it is projected that by the year 2018, the BRWA will require an additional 3.0 MGD. Therefore, this study, at a minimum will look at options for the Town to meet their 20 year need. The BRWA's water system stretches across the Rutherford County and provides water service to the Town's of Spindale, Rutherfordton, and Ruth as well as the Cliffside community, Caroleen community, portions of the 221 North corridor, and portions of the 221 South corridor of Rutherford County. The BRWA's water system currently has a total of 6,486 meters, which includes bulk, residential, commercial industrial, multi family, government and non - profit / church water meters. BRWA has bulk sales to Grassy Pond Water Company and the Inman Campobello Water District in South Carolina. In addition, BRWA has emergency connections to the Town of Forest City and the Cleveland County Sanitary District.
