The application fee for the 401 was never submitted, and it gets much more complex from there. Attached is the letter DWQ sent in 2005 in response to the Corps Public Notice, in which we requested payment of the application fee, among other information needed to review the application. Subsequently, the Corps put this project into the Project delivery Team process, through which a variety of stakeholders are involved in moving a project from concept to permit application. At any given time, the Corps may only have one or two PDT *s active, and they are typically very large, complex, or controversial projects. I d be happy to discuss this process in more detail. I ve also attached the most recent item in our file, dating from 2009. It include materials from the most recent PDT meeting in which we were involved. As you will see upon review of this document, the project remains in the early planning phases, as in Purpose and Need, to be followed by Alternatives Analysis, and so on. This will follow the NEPA process, which serves to meet SEPA requirements. It *s possible the Corps has been involved with other discussions with the applicant in which we were not involved.
