McKnelly, Director MEMORANDUM TO: Linda Lewis, Environmental Engineer Division of Water Quality i FROM: Brian Strong, Resource Management Specialist �J Division of Parks and Recreation 'W%DENR 6\01116r DATE: September 19, 2001 SUBJECT: Request for Exemption from the Stormwater Management Permit Application Process (Hammocks Beach State Park Boat Ramp and Bulkhead Repairs: Stormwater Project SW8010824) The purpose of this memorandum is to request an exemption from the stormwater management permit requirements for the boat ramp and bulkhead repair project at Hammocks Beach State Park. The boat ramp at Hammocks Beach has become degraded due to undermining of the concrete ramp from tidal action. The ramp is used to maintain the state park patrol boats and the ferry between the mainland and Bear Island. The Division of Parks and Recreation is proposing to replace only the inclined portion of the boat ramp and no upland areas will be disturbed. The ramp will be replaced by installing a temporary coffer dam in the water and. de - watering the area around the ramp (see enclosed schematics). The old ramp will then be removed and the new ramp will be poured in place. Again, during this process no upland areas will be disturbed or any vegetation removed. Due to the limited nature of this project we would request that an exemption from the stormwater permitting process be granted. The North Carolina Administrative Code requires any project that must receive either Sedimentation and Erosion Control Plan approval and/or a CAMA Major permit to apply for and receive a Stormwater Management Permit by the Division of Water Quality. Any construction on the subject site, prior to receipt of the required permit, will constitute a violation of 15A NCAC 2H.1000 and may result in appropriate enforcement action by this Office. Either a Stormwater Permit Application Package including 2 sets of plans, completed application form, fee, and supporting documentation, or a written response regarding the status of this project and the expected submittal date must be received in this Office no later than September 22, 2001. Failure to respond to this request may result in the initiation of enforcement action, and construction may experience a subsequent delay. The NPDES 010000 Federal Stormwater Permit that accompanies the Erosion Control Plan approval letter must NOT be considered the Coastal Stormwater Management Permit, which will be signed by the Water Quality Supervisor.
