Dear Mr. Strong: Onslow County
' The Wilmington Regional Office received a copy of the CAMA Major Permit Application to replace
the existing boat ramp and repair the existing bulkhead on September 24, 2001. Staff review of the plans and
specifications has determined that the development activities proposed at this time will not pose a threat to
surface water quality from stormwater runoff. The Director has determined that projects that are reviewed and
approved by the Division as not posing a water quality threat from stormwater runoff should not be subject to
the stormwater management permitting requirements of 15A NCAC 2H.1000. By copy of this letter, we are
informing you that your project will not require a stormwater management permit.
If the subject project disturbs five acres or more and has a point source discharge of stormwater runoff,
then it is also subject to the National Pollutant Discharge Elimination System (NPDES) stormwater discharge
requirements. You are required to have anNPDES permit for stormwater discharge from proj ects meeting these
criteria. The stormwater rules require the Division to permit the common plan of development, therefore, any
future development on the property, regardless of whether a CA MA Major permit is also required, will require
a Stormwater Management Permit application and permit issuance from the Division of Water Quality prior
to any construction.

8. PROJECT SUMMARY: The NC Division of Parks and Recreation proposes to replace and expand
their boat ramp, installing a coffer darn to pour the ramp, and placing rock around the perimeter of the
ramp for stabilization. The existing bulkhead will be replaced.

9. NARRATIVE DESCRIPTION:
This project is a major modification to the previously issued permit, #16-99, authorizing the
renovation of the visitor's center and the construction of picnic facilities on Bear Island.
The project site is a 30.16 acre tract adjacent to Bogue Sound, on the mainland opposite Bogue
Inlet, east of Queen's Creek and west of Swansboro at the end of State Road 1511, in Onslow
County. This site serves as the education center and launching area for ferries to transport the
public to Bear Island. There is currently a ranger station serving dually as a visitor's center, a
picnic shelter, a bulkhead at the staging area with a pier and dock, and 3 demonstration buildings.
These facilities are serviced by a septic system and the Onslow County public water supply. A
new visitor's center is under construction at a different location on the property, to include
mooring facilities for the ferry vessels.
The Onslow County Land Use Plan classifies the area as Limited Transition, with all areas within
AEC's classified Conservation. The Division of Marine Fisheries has not designated the waters of
Bogue Sound in this area as Primary Nursery. The waters are open to the taking of shellfish for
consumption. The Division of Water Quality classifies the waters of Bogue Sound SA. There is
an Outstanding Resource Water classification to the sound at the project location, but it does not
extend close enough to the mainland at this location to effect the project.
While vegetation communities vary greatly within the 3 0 + acre tract, the area of the proposal is
currently vegetated with lawn grasses, has asphalt drives and turn -around areas, and is stabilized
with a timber bulkhead. There is no coastal marsh within the project area. The normal high
water line reaches the bulkhead at this location.
State Permit 16-94 was originally issued to this facility in 1994 for the excavation of Cow Creek;
it was later modified to allow for resurfacing and maintenance to existing visitor's center
amenities. State Permit #16-99 was subsequently issued for the renovation of the park facilities on
the mainland and on Bear Island.
The existing ranger station/visitor's center is to be converted into a second ranger residence upon
completion of the new facilities. The existing parking area will be utilized for overflow parking.
The existing docking facility will be used for maintenance of facility vessels. This facility is
intended for public use as the primary education center and access for Bear Island.
The proposal lies within the area of the existing boat launching/ferry docking facility. The
existing bulkhead on both sides of the ramp is to be replaced 2' from the original, for a total
length of 175' . The ramp is proposed for replacement and extension. Currently, the ramp
extends approximately 12' from the normal high water contour, causing trailers to sink into the
mud during launching. The proposal would extend the ramp for another 6'-7', keeping its current
width of 20' . The method of construction is to remove the existing ramp, grade and lay a gravel

foundation, and pour fresh cement in place. In order to accomplish this, the engineer has
designed a coffer dam system to allow for de -watering the work area. The proposed coffer dam is
approximately 70' in length, and is to be installed around the 3 waterward sides of the proposed
ramp. After the ramp is in place and cured, the sheet pile coffer dam will be removed. At this
point, the applicant proposes to place rip rap rock around the perimeter of the finished ramp, 60',
for a width of 4', to prevent scouring of the ramp. The existing dock extending along the north
side of the ramp will be partially dismantled and reconstructed after construction of the bulkhead
and ramp. The rip rap at the westward end of the existing bulkhead will also be partially
displaced and replaced for bulkhead installation.
10. ANTICIPATED IMPACTS:
As proposed, the ramp, bulkhead, coffer dam, and rock protection around the ramp will fill
± 1000 square feet of shallow bottom area. The bulkhead and ramp will fill ±3165 sf of high
ground. The coffer dam is a temporary disturbance. Assuming the structure is properly installed
and works as expected, turbidity concerns should be minimal. The bulkhead is consistent with
General Permit standards.
