The following information is provided in the electronic PCN in text boxes where the entire text
cannot be seen.
Section C. 4a.
The project site consists of approximately 12,036 LF of Neuse River bottom generally extending from
near the mouth of Slocum Creek on the western side of the air station property to near the mouth of
Hancock Creek on the eastern side of the air station property, all along the Neuse River. Three distinct
sections of shoreline along this stretch of river front are proposed to be stabilized with detached granite
rip rap sills constructed waterward of the normal water level.
The shoreline along this area of the air station is undeveloped or is lightly developed with a mixture of
recreational, industrial and residential structures. The undeveloped shoreline areas are adjoined by
woodlands. In most instances where development has occurred on adjacent upland areas, the shoreline
area has been protected with vertical bulkheads or rip rap.
Water depths in the project area were documented to vary between 0 to 4 feet. There are no significant
structures in the project area that conflict with the proposed construction.
Section C. 4i.
The project includes the installation of granite rip rap sill along the shoreline area of the Neuse River at
MCAS Cherry Point, North Carolina. The project covers three distinct areas along the Neuse River
shoreline. Two of the areas are addressed by project “Install Living Shoreline, WO# 6973177”. These
areas are identified as Project Areas 1 and 2 on the project drawings. The third area is covered by project
“REPI Shoreline Project, WO# 7044421”. For permitting purposes and at the request of the US Army
Corps of Engineers, these two projects are being combined under a single permit application.
For each of the project areas, a granite rip rap sill is proposed to be installed waterward of the normal
water level (mean sea level) a distance of 15 feet to 30 feet maximum. The rip rap sill will be constructed
with a 2:1 side slope with a 3 foot wide flat top. The rip rap will be placed on a geogrid fabric on the
natural bottom.
A total of 12,036 LF of granite rip rap sill will be installed as follows:
The entire Neuse River project area has a Surface Water Classification of SB, Sw, NSW and a Stream
Index of 27-(104).

It is proposed that the granite rip rap be installed from the water side of the sill utilizing long reach
excavators and shallow water barges. The granite rip rap will be staged in Navy Docks area of MCAS
Cherry Point at the designated contractor laydown area. Granite will be transported to the laydown area
via dump truck from a regional quarry and will be loaded to barges utilizing excavators along the existing
wharf area at the Navy Docks. The barges will be transported to the appropriate sill location and off
loaded. The geogrid material will be placed on the river bottom by hand labor. Oyster shells will be
placed at the landward toe of the sill at the sill openings.
An additional component of the project is the planting of Spartina alterniflora along the current intertidal
zone along the entire length of the granite sill. Plant plugs will be installed by hand at a spacing of 18
inches on center in the approximate 8 – 10 foot wide intertidal zone.
The attached project plans depict the exact project areas and full Scope of Work for each of the two
projects.
Section E. 1a.
The project areas were limited to work in those areas where the repair and stabilization work is most
critically needed. The original project design included backfilling open shallow water habitat between the
sill and the shoreline for the purpose of establishing four to five acres of intertidal coastal marsh. The
design has been modified to remove the four to five acres of backfill. The only impact is the placement of
riprap into the Neuse River for construction of the sill for erosion abatement.
Section G. 1c.
Federal money will be expended. An environmental assessment has been prepared in compliance with
NEPA. The environmental assessment and signed Finding of No Significant Impact (FONSI) are
provided with this application. It should be noted, the environmental assessment evaluated the original
scope of the project (including backfill). We are no longer requesting backfill for this project.

Granite rock will be placed from a barge located on the waterward side of the sill. Annotations have been
included on the project drawings requiring the Contractor to post an observer in the work area to observe
for the presence of marine mammals. If a marine mammal (a Bottlenose Dolphin, Manatee) or an
American Alligator is observed within 100 meters of the project site while working, the activity shall stop
until the animal has left the area. If no in-water construction noise is being generated by the construction
activities, then the 100 meter rule shall not apply.
