Dear Ms. Westphal:
This letter is in response to the N.C. Department of Transportation (NCDOT) request dated
August 30, 2021, including a cover letter, narrative description, updated stormwater management
plan, and the following updated workplan drawings (126):
1) Wetland and Surface Water Impacts (22): 4 dated 8/12/21; 3 dated 8/10/21; 2 dated
4/24/19; 1 dated 4/12/19; 7 dated 4/11/19; 3 dated 2/20/19; and 2 dated 2/14/19.
2) Utility Construction (26): 2 dated 8/11/21; 2 dated 6/14/21; 10 dated 5/26/21; 1 dated
4/21/20; 10 dated 4/15/20; and 1 dated 2/28/19.
3) Utility by Others (18): 17 dated 8/10/21; and 1 dated 8/12/21.
4) Roadway Design (60): 1 dated received 8/30/21; 3 dated 8/18/21; 3 dated 7/2/21; 40
dated 6/15/21; 1 dated 1/23/19; 1 dated 12/5/17; and 1 dated 6/26/17.
According to the NCDOT request, the above noted workplan drawings have incurred revisions
including but not limited to the drainage designs, right-of-way/easements, utility designs,
updated labels, and updated contact information. The requested revisions would not result in any
additional impacts to wetlands or open waters. Due to the large number of drawings that contain
changes, the NCDOT request includes a complete set of updated drawings to replace all of the
workplan drawings currently authorized by CAMA Major Permit 81-19, which was originally
issued on October 14, 2019.

Please be advised that through this Letter of Authorization, DCM conveys its determination
that the revisions and updated drawings as described in the NCDOT request dated August 30,
2021 are consistent with existing State rules and regulations and are in keeping with the original
purpose and intent of CAMA Permit No. 81-19.
This letter shall be attached to the original of CAMA Permit No. 81-19, which was issued on
October 14, 2019, and copies of both documents shall be readily available on -site when a DCM
representative inspects the project for compliance. All conditions and stipulations of the
active permit shall remain in force unless altered herein. This approval does not eliminate the
need to obtain any additional permits, approvals or authorizations that may be required.
