You can use that DWR Project Number and the attached Quick Sheet instructions to send in the proper information to complete your project application. You should be able to follow the instructions for modifications/revisions to send in the additional information needed to complete your application without having to send in a new application form. As stated in the guide the Corps will also receive the additional information to complete your application. If you have contacted your USACE representative regarding the situation I would think this process would cover both their need and our need for the additional information, but they may provide you with additional instructions. At this time we are considering your application submission as incomplete leaving the application in a pre-filing status with no time clock status having started. I have also included Garcy Ward on this email so he can view the partial application now stored in our system to answer the review fee question. He would have the final say on whether written approval is necessary for this project for the 401 rules. As always let me know if I can be of any further assistance. Happy Friday! Fortunately, we should be almost ready for the actual submittal. NCDOT just has to do a review and sign and then we can officially submit. Therefore, if we could move forward with the second option of assigning a DWR number and completing the supplemental form that would be great. Regarding the application fee, during a preliminary review of the project, Garcy Ward had confirmed that written authorization would not be required and asked us to submit a “For the Record” PCN. However, I completely understand if a fee is still required for the official review. I will coordinate with NCDOT on the payment of the fee once the application is complete. I noticed that USACE had already received the PCN. Do you know if there is a specific person there that I need to contact to notify about the accidental submittal? I already notified the USACE representative that will be reviewing the application, but was not sure if there was an additional person that you were aware of that also would need to be contacted. 1 Please let me know if there is any additional information that you need from me in order to proceed with the supplemental form option. They store in our system as unmediatable documents for record protection. If you need to modify the application significantly I would need to reject the current application as incomplete and you would have to begin the application process again on your end. We do however have an available option if the project is close to becoming a complete application only needing a few extra attachments, explanations and signature. If the project that has been submitted is going to have a full application available soon then I can assign a DWR Number to the project in a pre-application status, send you a PDF version of what you have sent and provide a link to a supplemental form in which you can use the DWR Number to provide additional information and documents. The system will file these documents together for all information to be available. That supplemental form however does not include the ability to update any of the impact tables. You can let me know which option works best regarding this project. Also of note, when reviewing how much of the application appeared complete I noticed that you had marked the application as a NW3/GC4135 with a Buffer Approval and also as a 401 Program For the Record Application. When requesting a GC 4135 for a bridge replacement in conjunction with a Buffer Approval our rules state that a written approval is required. Before written approval can be obtained there is a review fee that would need to be submitted once the application is complete. The system will notify you of the ways to remit that payment and how much that payment would be when a complete application is received. I was working on a PCN for a NCDOT project (17BP.2.R90) and it would not save. I clicked the submit button to see if that worked, knowing that I had not filled out all of the required fields, but it submitted anyway.
