PROJECT SUMMARY: The applicant proposes to construct 61 ft of new vinyl
bulkhead an average of 5 ft waterward of normal water level (NWL).

Project Setting
The proposed project is located at 105 Seabreeze Crt. in the town of Manteo in Dare County.
The property is located adjacent to a canal that leads to Shallowbag Bay and the Roanoke
Sound. The size of the property is approximately 8,069 sq ft and is approximately 6 1/2 ft
above NWL. Manmade features associated with the property include a 5 ft by 61 ft dock
running along the length of the property. The property is vegetated with typical yard grasses.
There are no known sites of archaeological significance on the property.
The property has approximately 61 linear feet of shoreline which includes a 6 ft wide property
owners access way. There are no delineated wetlands on the site. The adjacent property to
the west has a vinyl bulkhead and the property to the east is developed with a single family
residence and has a vinyl bulkhead.
The canal, Shallowbag Bay, and the Roanoke Sound are classified as SC in this area and are
closed to shellfish harvesting. The water depths at the shoreline are approximately 1 ft and at
the proposed bulkhead alignment approximately 2 ft.
Development Proposal
The applicant proposes to construct 61 linear feet of new vinyl bulkhead and fill behind the
proposed bulkhead. The proposed bulkhead alignment is at an average of 5 ft waterward of
NWL with a maximum distance of 8 ft from NWL. This bulkhead alignment is proposed at this
location to line up with the existing adjacent bulkheads to the east and west. The property has
experienced an excelerated erosion rate due to recent storms. The sand for the fill material
would be hauled in from an upland source.
Anticipated Impacts
The proposed project would result in the filling of 305 sq ft of Estuarine Waters Public Trust
Area of Environmental Concern and 915 sq ft of Estuarine Shoreline and also 11 cubic
yards of fill material would be placed below NWL. Temporary water turbidity would occur in the
project area.
