Based on feedback received, the following is Duke Energy's plan for incorporating consultation comments as we execute
the Bridgewater Unit 2 isolation valve outage.
In addition, Duke Energy will utilize this same outage to implement a portion of the Bridgewater Embankment Seismic
Stability (ESSI) Project. During this same outage, Duke Energy will install a cofferdam in the river between the toe of the
existing Bridgewater Dam and the new Bridgewater powerhouse. This work also requires flow releases to be minimized,
so doing both the ESSI cofferdam and the Unit 2 isolation valve work simultaneously will avoid a second low -flow
condition in the river. FYI. the start of the outage has been chanted to October 1. No change has been made to the
completion date at this time.
1. The outage as- scheduled will impact two days (one weekend) of recreation flow releases in October.
Recreation flow replacement dates will be on Fridays in October, if possible, but before the end of 2013. Duke
Energy will communicate these changes via the web and phone information systems as well as direct contacts to
Trout Unlimited, Carolina Canoe Club, and the NC Wildlife Resources Commission.
2. During the duration of the outage, Duke Energy will record water temperature in the Linville River reach below
the powerhouse and in the reach below the confluence of Muddy Creek /Catawba River in the same locations as
the 2011 (penstock tie -in) outage using continuous instream data loggers. The data loggers will be read on the
third day of the outage. The temperature readings collected will be forwarded by email to Chris Goudreau (NC
Wildlife Resources Commission) within a day after they are collected. If temperatures are not a concern and are
stable, then no further data downloads will be needed. If temperatures are climbing, we will consult with
NCWRC to determine what, if any additional data downloads may be needed.
3. Duke Energy will consult with Chris Goudreau regarding any observed aquatic species mortalities and the need
for replacement or mitigation.
4. Duke Energy will operate the Catawba Dam Minimum flow valve at its maximum capacity of 75 cfs.
5. Duke Energy has contacted Brad Boris at the Town of Morganton who anticipates no issues but wishes to be
informed of any changes.

Duke Energy is planning an outage at Bridgewater Hydro in order to inspect and hopefully repair the Bridgewater Unit 2
Turbine Isolation Valve (TIV). The outage is planned to start on September 30th and run for 12 days ending on October
11th. Depending on the issues we find with the Unit 2 TIV this outage may be a shorter duration.
During this time the penstock delivering water to the powerhouse will have to be drained and no water will be able to
be released from any of the three units or the powerhouse ring jet valve. We will operate the ring jet valve at the
Catawba Dam, so flows in the Catawba Bypass will not be affected. Flows below the Muddy Creek confluence
downstream of the powerhouse will not be affected provided we operate the Catawba Dam ring Jet valve at its full
capacity (approximately 75 cfs). Also, the reservoir level should remain within its normal range (assuming of course no
extreme rainfall events). If we successfully meet our schedule, we will only impact one weekend of recreation flow
releases. No impacts to flow releases or reservoir levels at Catawba - Wateree hydro stations in South Carolina are likely.
I am making this notification and initiating consultation in accordance with the Catawba - Wateree Comprehensive
Relicensing Agreement (CRA) Maintenance and Emergency Protocol (MEP). Per the MEP (see CRA Appendix D), this
event is considered to be Condition A.1- Scheduled Hydro Unit Maintenance. Please respond at your earliest
