Box 1111 Statesville, NC 28687 Transmitted via email to bjohnson(c�statesvillenc.net Subject: 10/14/2021 Pretreatment Review of Industrial Waste Survey (IWS) Program: City of Statesville WWTP: Third and Fourth Creek- NPDES No NC0020591 and NC0031836 Iredell County Dear Brandy Johnson, The Municipal Unit of the Division of Water Resources has reviewed the Industrial Waste Survey (IWS) for the City of Statesville. The IWS was initially received by the Division on June 23, 2021, followed by more information and revisions received on August 23, 2021, October 4, 2021, and October 11, 2021. The City's NPDES permits require proper completion of an IWS. The review indicates that the IWS is adequate and meets the requirements of 40 CFR 403.8 (f) (2). Please ensure to replace or update POTW's IWS with the approved one. The City's IWS included 161 commercial establishments/industries and has 10 Significant Industrial Users (SIUs) permitted to discharge 1.13 MGD. Please remember it is the responsibility of the POTW to continue efforts to ensure that any SIU, as defined by NCAC 15A 2H .0903(b)(30) (A) through (D), are identified and subsequently added to the City's pretreatment program. This includes evaluating new IUs before they commence discharge and evaluating existing IUs determined to be not SIUs that make changes to their process. Next IWS Due Date: October 12, 2026, unless conditions at the POTW or industrial users change significantly and thus warrant an earlier submittal. Furthermore, within 180 days of the effective date of any reissued/modified NPDES permit, the Permittee would be required to submit to the Division a written technical evaluation of the need to revise local limits (i.e., an updated IWS, or documentation of why one is not needed). This action may include revising, updating, or adding to the list of SIUs. Pursuant to 15A NCAC 02H .0907(b), either the Division or the Permittee may initiate pretreatment program revisions.
